About measures for support of separate industries of economy

For the purpose of complex development of jewelry and clothing industry, support to subjects of small and medium business, being guided by article 71 of the Constitution of the Kyrgyz Republic, I decide:

1. To the Cabinet of Ministers of the Kyrgyz Republic:

1) to submit the bill of the Kyrgyz Republic providing for consideration of Jogorku Kenesh of the Kyrgyz Republic in a month:

- provision of privileges and preferences on payment of customs fees and taxes when importing the equipment and technologies, reactants and semifinished products for jewelry production, and also when exporting jewelry for participation in foreign exhibitions and fairs;

- legalization of remaining balance within two months of earlier imported or made jewelry from precious metals with establishment of the moratorium on the inspections which are carried out by bodies of Tax Service during legalization;

- delegation on voluntary basis to domestic manufacturers of jewelry from precious metals of functions on approbation and branding of products own brand confirming the corresponding test (except for the state assay brand), with consideration of question of decrease in rates of assay collection;

- release of physical persons and legal entities from tax payment in case of realization of automotor-vehicles for a period of three years;

- release of the physical persons except for registered as individual entrepreneurs from obligation fulfillment on tax payment, including payment of the amounts of penalty fee and sanctions, according to income gained during the period till January 1, 2026 in case of realization of automotor-vehicles;

- exemption of the sales tax in case of realization of vehicles, and also the accessories to them made and/or assembled by the companies of the Kyrgyz Republic;

- decrease in the income tax rates and rates of insurance premiums for subjects of sewing industry;

- decrease in rates of rates of insurance premiums for subjects of small and medium business;

- establishment of the flat tax rate in the amount of percent 0,1 for the activities performed out of the territory of the Kyrgyz Republic;

- establishment of tax rate on the transaction in the amount of percent 0,1 performed through bank of foreign state;

2) to provide the simplified access of domestic manufacturers of jewelry to raw materials from the State fund of precious metals and gemstones of the Kyrgyz Republic for discount prices in the amount of 2 percent from fixing of the London association of the market of precious metals;

3) to enable the realization of precious metals to producers of jewelry in the form of raw materials without resell right based on the direct agreement or through the commodity and raw exchange with provision of payment deferral for up to 180 (hundred eighty) days;

4) in coordination with National Bank of the Kyrgyz Republic, Ayyl Bank and Eldik Bank open joint stock companies to provide the mechanism of preferential crediting of subjects of the jewelry industry;

5) to create and organize work of laboratory on approbation, the analysis and branding as the state assay brand of jewelry and other products from precious metals at the international airport "Manas", and also to handle issue of feasibility of creation of such laboratories at the airports of the cities of Osh, Manas and the Issyk kul branch of joint-stock company "The international airport "Manas", "Tamchy" which is in the special financial investment territory with particular legal regime and the status;

6) for expansion of the markets of domestic jewelry from precious metals to accelerate the solution of question of mutual recognition of brands within execution of the Agreement on features of implementation of transactions with precious metals and gemstones within the Eurasian Economic Union;

7) for the purpose of exception of duplication of requirements to subjects of jewelry industry within execution of the laws of the Kyrgyz Republic on counteraction to financing of terrorist activities and legalization (washing) of the criminal income to provide integration of the jewelry requested from offtakers from precious metals of data and reports by implementation of system of digital interchange with information.

2. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

3. This Decree becomes effective from the date of official publication.
