About use of navigation devices (seals)

Based on Item 2 of article 230 of the Law of the Republic of Belarus of January 10, 2014 No. 129-Z "About customs regulation in the Republic of Belarus", paragraph two of item 4 of the order of the President of the Republic of Belarus of November 1, 2018 "About tracking of transportations", and also for the purpose of ensuring control of transportation of goods with use of the innovative technologies providing remote control of movement of vehicles, the Council of Ministers of the Republic of Belarus DECIDES: No. 220rp

1. Determine that:

1.1. navigation devices (seals) can be used:

for the purpose of ensuring transportation of the goods which are under customs control, as an alternative to customs escort in the cases established in paragraphs the third or fifth subitem 1 and the subitem 2 of item 4 of Article 343 of the Customs code of the Eurasian Economic Union, except as specified, specified in subitem 1.2 of this Item;

for the purpose of ensuring control of transportation of the goods which are under customs control, in case of establishment of route of transportation of goods by customs authorities according to Article 344 of the Customs code of the Eurasian Economic Union, except as specified, specified in subitem 1.2 of this Item;

as means of identification concerning the goods transported by road transport;

as the technological devices providing remote control of movement of vehicles in the cases established in Item 3 of Article 10 and Item 8 of article 225 of the Law of the Republic of Belarus "About customs regulation in the Republic of Belarus";

when moving alcoholic, non-food alcohol-containing products and non-food ethyl alcohol as an alternative to obligatory maintenance in the cases established in Items 1 and 2 of article 23 of the Law of the Republic of Belarus of August 27, 2008 No. 429-Z "About state regulation of production and turnover of alcoholic, non-food alcohol-containing products and non-food ethyl alcohol";

1.2. navigation devices (seals) are used without fail:

when importing to the Republic of Belarus from the territories of the Republic of Latvia, the Republic of Lithuania and the Republic of Poland of goods road transport, and also concerning the empty automotive vehicles of international delivery registered in the European Union;

when moving by road transport of the goods (loads) of the increased danger specified in appendix A to the European agreement on the international road delivery of dangerous goods (DOPOG) placed under customs procedure of customs transit (tables 1.10.3.1.2 and 1.10.3.1. 3);

in case of identification of the vehicles specified in the paragraphs second and third to part one of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of October 31, 2025 No. 599 "About application of special restrictive measure", moving to violation of the specified resolution of prohibition established in Item 1 (further – the vehicles which broke prohibition) except for revealed on the Belarusian-Russian site of Frontier of the Republic of Belarus and decreasing from the territory of the Republic of Belarus through such site of Frontier of the Republic of Belarus.

Provisions of paragraphs two and third part one of this subitem are not applied:

concerning the goods transported according to customs procedure of customs transit by road transport from the Kaliningrad region of the Russian Federation to the Republic of Belarus through the territories of the Republic of Latvia, the Republic of Lithuania and the Republic of Poland;

concerning heavyweight and (or) large-size vehicles which journey is performed in the presence of special permission;

in transit live animals and eggs incubatory;

in transit international mailings;

concerning the foreign free aid placed under customs procedure of customs transit if customs authority of departure and customs authority of appointment is the customs authority of the Republic of Belarus;

concerning the goods for private use moved in the accompanied baggage including vehicles for private use, the following under the own steam;

concerning the goods imported on the territory of the Republic of Belarus through the Belarusian-Russian site of Frontier of the Republic of Belarus;

1.3. imposing (removal) of navigation devices (seals) is made by customs authorities, or the national operator of system of tracking (monitoring) of the international transit carriages of goods with use of navigation devices (seals) providing its functioning in the Republic of Belarus (further – the national operator), or persons authorized by it on making of the specified actions:

in the cases specified in paragraphs the second or fifth subitem 1.1 and the paragraph third to part one of subitem 1.2 of this Item – in the republican Items of customs clearance located at check points through Frontier of the Republic of Belarus in departmental Items of customs clearance, in customs control zones;

in the case specified in the paragraph the second to part one of subitem 1.2 of this Item – in the republican Items of customs clearance located at check points through Frontier of the Republic of Belarus.

Imposing (removal) of navigation devices (seals) in case, the established in paragraph six of subitem 1.1 of this Item, is made by the national operator or persons authorized by it on making of the specified actions:

in specially designated places on republican highways according to appendix 1;

in the location performing production and turnover of alcoholic, non-food alcohol-containing products and non-food ethyl alcohol of the legal entity or individual entrepreneur;

at the railway stations or the territories of the consignor (consignee) including determined as customs control zones on which loading (unloading) of alcoholic, non-food alcohol-containing products and non-food ethyl alcohol in vehicles (from vehicles) or their acceptance (delivery) from foreign railway carrier are performed.

Imposing of the navigation devices (seals) on the vehicles which broke prohibition except for revealed on the Belarusian-Russian site of Frontier of the Republic of Belarus and decreasing from the territory of the Republic of Belarus through such site of Frontier of the Republic of Belarus is made by the national operator or persons authorized by it on making of the specified actions:

in specially designated places on republican highways according to appendix 1 – in case of identification on the Belarusian-Russian site of Frontier of the Republic of Belarus of the vehicles which broke prohibition;

in departmental Items of customs clearance – in case of identification in the territory of the Republic of Belarus of the vehicles which broke prohibition.
