About approval of the Technique of creation of the "smart" cities (The reference standard of the "smart" cities of the Republic of Kazakhstan)

1. Approve the enclosed Technique of creation of the "smart" cities (The reference standard of the "smart" cities of the Republic of Kazakhstan) (further - the Reference standard).

2. To provide to department of digital development of regions of the Ministry of digital development, innovations and aerospace industry of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) within five working days after signing of this order the direction it in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "Institute of the legislation and legal information of the Republic of Kazakhstan" the Ministries of Justice of the Republic of Kazakhstan for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of digital development, innovations and the aerospace industry of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan.

4. This order becomes effective since January 1, 2026.

Technique of creation of the "smart" cities (reference standard of "the smart cities" of the Republic of Kazakhstan)

Chapter 1. General provisions

2. In this Technique the following concepts are used:

1) the "smart" city is concept of Smart City of development of the city which implements complex of the high-technology and innovative solutions and organizational actions directed to effective management of resources and provision of services for the purpose of creation of steady comfortable conditions for accommodation of citizens;

2) initiative of the "smart" city (further - initiative) - group of the tasks within digital transformation directed to implementation of the digital decision, development of digital infrastructure, realization of organizational changes.

3) the working group - the group created at the level of area, the city of republican value and the capital for carrying out inspection of the city regarding conversions and readiness for their carrying out.

4) information-analytical system of "Smart Data Ukimet" (further - SDU) - the object of informatization intended for forming of single storage of data of state bodies, the state legal entities, subjects of the quasi-public sector as in the unstructured, and structured type, for the purposes of provisions of analytical information on activities of the Government of the Republic of Kazakhstan.

3. The purposes of the "smart" city are:

1) providing safe and comfortable conditions for life of citizens;

2) forming of effective management system by the city;

3) increase in competitiveness of the city.

4. The key principles of the "smart" city are:

1) chelovekotsentrichnost and improvement of quality of life;

2) stability and ecological responsibility;

3) transparency, safety and involvement of citizens;

4) inklyuziya and digital equality;

5) innovations and technological adaptation;

6) integration and coherence of systems.

5. Main spheres of the "smart" city:

1) management of the city;

2) safety;

3) transport and logistics;

4) social sphere (education, culture, health care and social services);

5) ecology;

6) housing and communal services;

7) economy and business;

8) infrastructure.

6. The technique is based on international standards and methodologies, and the experience specified in appendix 1 to this Technique and provides methodological approach to standardization and coordination of management processes. This approach provides effective management of resources, determination of priority technologies and classification of the cities by their requirements for the purpose of minimization of duplication of costs and efforts, and also promotes forming of steady and scaleable management system by the "smart" cities.

Chapter 2. Methodological basis

7. The technique is developed for the purpose of digitalization level assessment in settlements of different administrative categories and provides classification of settlements on three groups:

1) the cities of republican value including the cities of Astana, Almaty and Shymkent;

2) the cities of regional value combining the regional centers and the cities of regional value;

3) the cities of district value including the cities and settlements which are the district centers.

8. Implementation of the concept of the "smart" city is performed step by step in all settlements specified in Item 7 of this Technique.

9. The technique includes the basic list of the initiatives necessary for implementation of the concept of the "smart" city according to appendix 2 to this Technique. The basic list of initiatives can be added with authorized body in the field of informatization (further - authorized body) by results of the carried-out annual assessment taking into account development of technologies and implementation of new innovative solutions in the field of the "smart" cities.

10. Local executive bodies (further - MIO) provide effective digitalization of the cities within realization of initiatives of the "smart" city.

11. MIO develop and approve the Strategy of development for "the smart city" (further - Strategy) and the Road map on strategy implementation (further - the Road map) in coordination with authorized body.

12. For risk minimization and acceleration of processes of implementation of initiatives the following organizational technical requirements are established:

2) MIO which do not have the implemented information systems use the decisions placed on the architectural portal of "the electronic government" (govarch.kz) and single repository of "the electronic government";

3) information systems MIO are subject to integration with the system realizing basic initiative "The situational downtown with use of AI of the assistant" according to appendix 3 of this Technique which, in turn, performs integration with SDU;

4) all key performance indicators of implementation of initiatives of the "smart" city are calculated only on the basis of the available data in SDU taking into account integration of information systems MIO with SDU.

13. In case of decision making of MIO about implementation of the new decisions which do not have analogs among the implemented information systems in the Republic of Kazakhstan it is necessary:

1) to carry out provisional estimate of risks and cost of information system taking into account comparison with the decisions which are already implemented and placed on the architectural portal of "the electronic government" (govarch.kz);

To provide 2) according to the Law approval of the business plan and technical documentation of the service integrator of "the electronic government";

3) to perform development of information systems on the QazTech platform.
