About approval of method of calculation of forecast amounts of costs for development of engineering communication infrastructure to new objects of house construction

According to item 4 of Article 80 of the Budget code of the Republic of Kazakhstan, PRIKAZYVAYU:

1. Approve the enclosed method of calculation of forecast amounts of costs for development of engineering communication infrastructure to new objects of house construction.

2. To provide to committee on cases of construction and housing and communal services:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in mass media and information system of law of Ad_let;

3) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

4. This order becomes effective from the date of its first official publication.

Method of calculation of forecast amounts of costs for development of engineering communication infrastructure to new objects of house construction

Chapter 1. Basic provisions

1. This Technique is developed according to item 4 of Article 80 of the Budget code of the Republic of Kazakhstan (further - the Technique) and is applied to determination of forecast costs of budgets of areas, cities of republican value, the capital on development of engineering communication infrastructure to new objects of house construction.

This technique is also applicable when calculating forecast costs district (the cities of regional value) the budget, the city of district value, the village, the settlement, the rural district (and also by settlements).

Chapter 2. Calculation of forecast costs for development of engineering communication infrastructure to new objects of house construction

1. Calculation of forecast amounts of costs for development of engineering communication infrastructure for areas, areas, the cities of district value, the village, the settlement, the rural district (the cities of regional value) to new objects of house construction are determined by the following form:

2. Calculation of forecast amounts of costs for development of engineering communication infrastructure for the cities of republican value, the capital (area) to new objects of house construction in the following form:

2Ri - forecast amount of costs for development of engineering communication infrastructure for the cities of republican value, the capital (area);

Ci - quantity of objects for input of housing of the city of republican value of the capital (district value), (one thousand square meters);

Ctotal - all quantity of objects for input of housing of the cities of republican value, the capital (one thousand square meters);

F - average amount of budgetary funds for the last 3 reporting financial years of objects of engineering communication infrastructure.

3. The ranges of the minimum values for each area it is established depending on set of factors, including specifics of the city, weather conditions, density of population and economic opportunities.

4. Engineering communication infrastructure is brought to construction objects which construction is begun in the current financial year, for timely commissioning of objects the following financial year.

When planning forecast amounts of costs for development of system of engineering communication infrastructure for the city of republican value, the capital, budgets of areas, the city of district value, the village, the settlement, the rural district (the city of regional value), the city of district value, the village, the settlement, the rural district, local authorized bodies apply the calculations specified in Items 1, 2.

7. Local executive bodies approve lists of projects before approval of the draft decision of maslikhat about the regional budget (area, the cities, the capitals) with the authorized bodies corresponding central.

8. Local executive bodies provide monitoring of projects implementation in the central authorized body for construction and housing and communal services quarterly to the 5th of the following behind the accounting period, if necessary by the central authorized body other terms can be determined by monitoring.

9. Local executive bodies provide the guaranteed input of the objects of housing approved by road maps.
