About approval of the Regulations on accounting treatment and coordination of organizational matters of participation of representatives of the Kyrgyz Republic in the international platforms concerning youth policy

For the purpose of ensuring coordination and accounting of participation of representatives of the Kyrgyz Republic in the international platforms concerning youth policy within the international treaties which became effective in the procedure established by the legislation according to part 3 of article 11 of the Law of the Kyrgyz Republic "About youth", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve Regulations on accounting treatment and coordination of organizational matters of participation of representatives of the Kyrgyz Republic in the international platforms concerning youth policy according to appendix.

2. To the Ministry of Culture, information and youth policy of the Kyrgyz Republic to take the adequate measures following from this resolution.

3. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

4. This resolution becomes effective after seven days from the date of official publication.

Regulations on accounting treatment and coordination of organizational matters of participation of representatives of the Kyrgyz Republic in the international platforms concerning youth policy

Chapter 1. General provisions

1. This Regulations on accounting treatment and coordination of organizational matters of participation of representatives of the Kyrgyz Republic in the international platforms concerning youth policy (further - the Provision) are developed for the purpose of implementation of the Law of the Kyrgyz Republic "About youth" and determine the mechanism of accounting and coordination of the organizational matters connected with participation of representatives of the Kyrgyz Republic in the international platforms concerning youth policy performed within international treaties which participant is the Kyrgyz Republic.

2. Accounting and coordination are performed by authorized state body in the field of youth policy (further - authorized body).

3. This Provision is directed to increase in efficiency of participation of representatives of the Kyrgyz Republic in the international youth initiatives, assistance to development of youth policy in the field of the international youth cooperation.

Chapter 2. Basic concepts

4. The basic concepts used in this Provision:

1) the international platforms concerning youth - the international or regional organizations, structures, associations and actions oriented to involvement of youth in global or regional dialogue;

2) authorized body - the state body responsible for realization of the state youth policy;

3) the representative - the citizen of the Kyrgyz Republic who is actively working with youth and/or representing the interests of youth initiatives, delegated for participation in the international youth platform;

4) the national coordinator - person designated by authorized body for coordination of participation of the Kyrgyz delegation;

5) delegation - group of the representatives officially directed for participation in the international youth actions;

6) the partner organizations - the youth organizations, non-governmental organizations, educational institutions and other structures cooperating with authorized body in questions of participation of youth in the international actions.

Chapter 3. Principles of participation

5. Forming and participation of delegations of the Kyrgyz Republic in the international platforms concerning youth policy is performed by authorized body according to the decision and on the basis of the following principles:

voluntariness - participation of citizens is performed only at their own desire;

openness and equal access - providing equal conditions for all applicants conforming to the established requirements;

competence and professionalism - priority participation of persons having necessary knowledge, skills and experience in the respective areas;

transparency of procedures of selection - carrying out selection on the basis of the accurate and objective criteria excluding bias and groundlessness of decisions.

Chapter 4. Procedure for participation

6. Participation of representatives of the Kyrgyz Republic in the international platforms concerning youth policy is performed through authorized body and authorized state body in the field of foreign affairs.

State bodies, the youth organizations and associations can interact with the international organizations directly, except as specified, stipulated by the legislation the Kyrgyz Republic and the international treaties which came in the procedure established by the law into force which participant is the Kyrgyz Republic.

7. Invitations to participation in the international youth platforms, and also the relevant documents, in accordance with the established procedure arrive through diplomatic channels. The authorized state body in the field of foreign affairs sends the invitation to authorized body for consideration and approval.

8. The authorized body considers feasibility of the invitation to compliance to the legislation and agrees to participation of representatives of youth in such action.

9. Under authorized body the database providing accounting and coordination of participation of representatives of the Kyrgyz Republic in the international youth actions, forums, conferences, sessions and other platforms is created and kept.

10. The database joins the main information on each participant: surname, name, the directing organization, the name of action, date and the place of its carrying out, financing source, and also information on results of participation.

11. Candidate screen is performed by authorized body. Announcements of selection are placed on official pages of authorized body.

Candidates are selected by the following criteria:

- citizens of the Kyrgyz Republic;

- age of the participant according to age category of action;

- availability of education, experience and/or the activities corresponding to scope of action;

- lack of criminal record, authority punishments and/or violations of standards of behavior on the previous international actions.
