1. Approve the enclosed Rules of removal of indications from metering devices of amount of the implemented unstable condensate on system of pipelines.

2. Recognize invalid:

1) the order of the acting minister of power industry of the Republic of Kazakhstan of April 13, 2018 No. 127 "About approval of Rules of removal of indications from metering devices of amount of the implemented unstable condensate on system of pipelines" (it is registered in the Register of state registration of regulatory legal acts at No. 16847);

2) the order of the Minister of Energy of the Republic of Kazakhstan of June 22, 2022 No. 218 "About introduction of amendments to the order of the acting minister of power industry of the Republic of Kazakhstan of April 13, 2018 No. 127 "About approval of Rules of removal of indications from metering devices of amount of the implemented unstable condensate on system of pipelines" (it is registered in the Register of state registration of regulatory legal acts at No. 28585).

3. To provide to department of transportation and oil refining of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

5. This order becomes effective since January 1, 2026 and is subject to official publication.

Rules of removal of indications from metering devices of amount of the implemented unstable condensate on system of pipelines

Chapter 1. General provisions

1. These rules of removal of indications from metering devices of amount of the implemented unstable condensate on system of pipelines (further – Rules) are developed according to Item 5 of article 473 of the Tax Code of the Republic of Kazakhstan and determine procedure for removal of indications from metering devices of amount of the implemented unstable condensate by system of pipelines.

2. In these rules the following concepts are used:

1) the transferring party – the party, being the owner of unstable condensate and enabling its realization by means of transfer on system of pipelines;

2) the host party – the party which accepts on system of pipelines from the transferring party unstable condensate;

3) measuring system of amount of unstable condensate – set of measuring instruments, processing devices, storages, indications and registration of results of the measurements, the processing and service equipment intended for development of signals of measuring information in the form convenient for automatic and manual handling.

Other concepts and terms used in these rules are applied according to the legislation of the Republic of Kazakhstan.

Chapter 2. Procedure for removal of indications from metering devices of amount of the implemented unstable condensate on system of pipelines

3. For the purpose of ensuring accounting of amount of the implemented unstable condensate sealing of metering devices by imposing of seals is made.

Sealing is performed by the official of bodies of state revenues in the presence of responsible persons of the transferring party.

The metering device of amount of the implemented unstable condensate on system of pipelines is subject to checking and the certificate verification mark print according to the legislation of the Republic of Kazakhstan on ensuring unity of measurements.

4. Seals change or destroyed only by bodies of state revenues or based on their written permission, except as specified, when there is real threat of violation of normal system operation of measurement of quantity and quality of unstable condensate, or emergency and fire-dangerous situations.

5. The transferring party in writing informs bodies of state revenues on works on liquidation of emergency with explanation of the reasons which led to violation of integrity of the imposed seals.

6. When carrying out planned works on the running or capital repairs of the equipment connected with demontazhy and violation of integrity of seals, the transferring party in writing informs on it bodies of state revenues at least in 3 working days prior to carrying out such works with indication of date and duration of production of these works. In case of carrying out such works the metering device is subject to checking before input in further operation.

7. During the imposing and removal of seals by the official of bodies of state revenues and representatives of the transferring party and system of the pipeline the statement of imposing (removal) of seals, in form according to appendix 1 to these rules is drawn up. The statement of imposing (removal) of seals is drawn up in duplicate, one of which is stored in bodies of state revenues, the second copy remains at the transferring party.

8. Measurement of amount of unstable condensate for the purposes of removal of indications from metering devices of amount of the implemented unstable condensate on system of pipelines is performed by direct method.

9. In case of application of direct method measurement of amount of unstable condensate is performed with use of measuring system of amount of unstable condensate directly in weight units of measure (in tons, kilograms).

10. Removal of indications from metering devices of amount of the implemented unstable condensate on system of pipelines is performed following the results of calendar month each 1 number of the next month at 12:00 o'clock on time of the city of Astana.
