- levy commission fee from receivers of remittances when obtaining in the territory of the Kyrgyz Republic of the money transfers made on the international money transfer systems without opening of the account.

2. Determine that the requirements of regulatory legal acts of National Bank of the Kyrgyz Republic regulating collection of commission fee (commissions) for the rendered services extend to commercial banks, payment institutes and operators of the international money transfer systems in the part which is not contradicting this resolution.

3. This resolution becomes effective since January 1, 2026 and is effective till December 31, 2026.

4. To department "Secretariat of Board" within 3 (three) working days from the date of adoption of this resolution to bring it to the attention of management of methodology of supervision, management of banking supervision, management of digital financial technologies, management of supervision of payment systems, legal management, regional managements and Representative office of National Bank of the Kyrgyz Republic in Batken Province.

5. Declare invalid the resolution of Board of National Bank of the Kyrgyz Republic "About measures for increase in availability of banking services" of October 23, 2024 No. 2024-P-14/55-1-(PS).

6. To legal management:

- from the date of receipt of the relevant documents within 3 (three) working days to publish this resolution on the official website of National Bank of the Kyrgyz Republic;

- after official publication to send this resolution to the Ministry of Justice of the Kyrgyz Republic for inclusion in the State register of regulatory legal acts of the Kyrgyz Republic.

7. To management of methodology of supervision within 3 (three) working days from the date of official publication of this resolution to bring it to the attention of OYuL "Union of Banks of Kyrgyzstan", OYuL "Association of Operators of KG Payment Service Providers", commercial banks, payment institutes and operators of the international money transfer systems.

8. To impose control of execution of this resolution on the board member of the National Bank of the Kyrgyz Republic supervising management of methodology of supervision.
