About the Supervisory board on health care and compulsory medical insurance

4. Recognize invalid:
1) the order of the Government of the Kyrgyz Republic "About the Supervisory board on health care and compulsory medical insurance" of February 15, 2012 No. 91;
2) the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About the Supervisory board on health care and compulsory medical insurance" of February 15, 2012 No. 91" of September 30, 2019 No. 506;
3) the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About introduction of amendments to the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About the Supervisory board on health care and compulsory medical insurance" of February 15, 2012 No. 91" of January 31, 2022 No. 44.
5. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.
6. This resolution becomes effective after seven days from the date of official publication.

1. The supervisory board on health care and compulsory medical insurance (further - Council) is formed according to the legislation of the Kyrgyz Republic in health sector and compulsory medical insurance for the purpose of effective realization of the Kyrgyz Republic by the Ministry of Health (further - the Ministry) legislations of the Kyrgyz Republic in the field of health care and compulsory medical insurance.
2. Council in the work and decision making concerning the competence is based on the principles of voluntariness, self-government, objectivity, publicity, publicity and independence.
3. Council directly submits to the Cabinet of Ministers of the Kyrgyz Republic (further - the Cabinet of Ministers).
4. Members of council bear the personal responsibility for participation in legal and reasonable decision making.
5. The main objectives of Council are:
1) forming of policy and the directions for enhancement of health care sector of the Kyrgyz Republic;
2) forming of policy of development of compulsory medical insurance regarding general scope health care services;
3) planning, coordination, implementation and assessment of the actions directed to realization of powers in the field of development of health care sector, compulsory medical insurance and protection of public health of the Kyrgyz Republic;
4) decision making within the program of the state guarantees for providing citizens with the medical and sanitary help, and also state programs in health sector and compulsory medical insurance which are performed without change of amounts and types of the rendered services;
5) consideration of questions of expense optimization of the organizations of health care;
6) consideration of offers on rates of insurance premiums of compulsory medical insurance and their introduction on approval according to the procedure, established by the legislation of the Kyrgyz Republic;
7) approval of standard rates of financing of public health care;
8) approval of the list of the organizations of health care for financing from the funds allocated for support and development of health care;
9) determination of policy of compulsory medical insurance;
10) recommendations for carrying out annual financial audit of participants of system of compulsory medical insurance.
6. Functions of Council:
1) consideration of questions of development of health care and compulsory medical insurance;
2) introduction in accordance with the established procedure for consideration of the Cabinet of Ministers of recommendations, offers, the decisions developed by Council for questions of development of health care and compulsory medical insurance, including enhancement and implementation of digital technologies;
