About insurance rates on obligatory civil liability insurance of owners of vehicles
This Instruction based on paragraph one of Item 1 of Article 8, of Item 7 of article 9 of the Federal Law of April 25, 2002 No. 40-FZ "About obligatory civil liability insurance of owners of vehicles" establishes the extreme sizes of base rates of insurance rates (their minimum and maximum values expressed in rubles) and coefficients of insurance rates on obligatory civil liability insurance of owners of vehicles, requirements to structure of insurance rates on obligatory civil liability insurance of owners of vehicles, procedure for their application by insurers in case of determination of insurance premium under the agreement of obligatory civil liability insurance of owners of vehicles, and also the list of factors, which application is not allowed in case of establishment of values of base rates of insurance rates by insurers for obligatory civil liability insurance of owners of vehicles.
1. The extreme sizes of base rates of insurance rates for obligatory civil liability insurance of owners of vehicles (their minimum and maximum values expressed in rubles) are established in appendix 1 to this Instruction.
2. Coefficients of insurance rates on obligatory civil liability insurance of owners of vehicles are established in appendix 2 to this Instruction.
3. Requirements to structure of insurance rates on obligatory civil liability insurance of owners of vehicles are established in appendix 3 to this Instruction.
4. The procedure for application of insurance rates on obligatory civil liability insurance of owners of vehicles by insurers in case of determination of insurance premium under the agreement of obligatory civil liability insurance of owners of vehicles is established in appendix 4 to this Instruction.
5. The list of factors which application is not allowed in case of establishment of values of base rates of insurance rates by insurers for obligatory civil liability insurance of owners of vehicles is established in appendix 5 to this Instruction.
6. This Instruction according to the solution of the Board of directors of the Bank of Russia (the minutes of the Board of directors of the Bank of Russia of October 3, 2025 No. PSD-30) become effective after 10 days after day of its official publication, except for subitem 1.2 of Item 1 of appendix 2 to this Instruction.
Subitem 1.2 of Item 1 of appendix 2 to this Instruction becomes effective since January 1, 2026.
7. Subitem 1.1 of Item 1 of appendix 2 to this Instruction is effective till December 31, 2025 inclusive.
8. From the date of entry into force of this Instruction to recognize invalid:
