Article 2. Persons to whom operation of this Federal Law extends

Operation of this Federal Law extends to the women who are citizens of the Russian Federation, gave rise and brought up ten and more children who are citizens of the Russian Federation, and awarded ranks "Mother heroine" according to the presidential decree of the Russian Federation about some questions of enhancement of the state prize system of the Russian Federation (further - women, the awarded ranks "Mother heroine").

Article 3. Right to privileges (measure of social support)

Women, the awarded ranks "Mother heroine", have the right to privileges (measure of social support) provided by Articles 4 - the 9th this Federal Law, or to the monthly money payment established according to the procedure and the size which are determined by article 10 of this Federal Law, and privileges (measure of social support) provided by part 3 of this Article.

4. Members of families (the spouse, parents, children aged up to 18 years and the children aged up to 23 years studying in the educational organizations for full-time courses) the women awarded ranks "Mother heroine" and using privileges (measures of social support) provided by Articles 4 - the 8th this Federal Law, living together with them, have the right to the privilege provided by part 1 of article 5 of this Federal Law.

5. Disabled members of families of the women awarded ranks "Mother heroine" and using privileges (measures of social support) provided by Articles 4 - the 8th this Federal Law, living together with them, have the right to the privileges and compensation provided by part 2 of article 5 of this Federal Law.

Article 4. Measures of social support for delivery of health care, provision of medicines and ensuring sanatorium treatment

1. Extraordinary free delivery of health care in the medical organizations of the state and municipal health care systems to which they were attached during work to retirement is guaranteed to the women awarded ranks "Mother heroine".

2. Women, the awarded ranks "Mother heroine", are provided with medicines according to recipes of doctors of the medical organizations of the state and municipal health care systems free of charge.

3. Production and repair of dentures (except for the dentures made of precious metals, and implants) for the women awarded ranks "Mother heroine" in the medical organizations of the state and municipal health care systems are performed free of charge.

4. In the presence of medical indications of the woman, the awarded ranks "Mother heroine", have the privilege to free providing with the bodies performing their provision of pensions or for the place of the latest work by permits in the sanatorium organizations once a year.

Article 5. Privileges on payment of premises and utilities, household services, and also features of provision of the parcels of land which are in the state-owned or municipal property

1. Women, the awarded ranks "Mother heroine", and the members of their families living together with them are exempted from introduction of payment for use of premises (rent), payment for content of premises (service fee, work on management of the apartment house, for content and running repair of common property in the apartment house, and also for the cold water, hot water, electrical energy consumed during the using and content of common property in the apartment house for removal of sewage for the purpose of content of common property in the apartment house irrespective of type of housing stock), fee on capital repairs of common property in the apartment house.

2. Women, the awarded ranks "Mother heroine", and the disabled members of their families living together with them are exempted from payment of utilities (introduction of payment for cold water, hot water, electrical energy, heat energy, gas, household gas in cylinders, solid fuel in the presence of oven heating, for removal of sewage, the address with solid municipal waste), from introduction of payment for use of the non-departmental security alarm system of premises irrespective of type of housing stock, and also have entitlement to compensation it expenses on payment of use of home telephone number in full according to the procedure, established by the Government of the Russian Federation.
