2. The procedure for entry into the Russian Federation and departure from the Russian Federation established by this Decree does not extend to the citizens of People's Republic of China driving to the Russian Federation for the purpose of implementation labor, including journalistic, activities, education, for the purpose of residence in the Russian Federation or performing the international motor transportations as drivers and members of crews of vehicles, freight forwarders, and also accompanying such vehicles as translators.

3. The mode of stay in the Russian Federation of the citizens of People's Republic of China performing entry into the Russian Federation according to the procedure, established by this Decree, is determined by the legislation of the Russian Federation.

4. This Decree becomes effective from the date of its signing.
