About content and procedure for use of the electronic documents certifying legality of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products

According to article 10.2 of the Federal law "About State Regulation of Production and Turnover of Ethyl Alcohol, Alcoholic and Alcohol-containing Products and about Restriction of Consumption (Drinking) of Alcoholic Products" Government of the Russian Federation decides:

1. Determine that the electronic documents certifying legality of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products (except for beer and beer drinks, cider, Poiré, mead, the alcohol-containing non-food products which are subject to obligatory marking by means of identification), are requests about the fixings of information in Unified State Automated Information System of accounting of production volume and turnover of ethyl alcohol, alcoholic and alcohol-containing products containing information on the specified products, on her producer, the supplier and the buyer.

2. Determine that the electronic documents certifying legality of production and turnover of beer and beer drinks, cider, Poiré, mead of the alcohol-containing non-food products which are subject to obligatory marking by means of identification are universal transfer documents (the corrected universal transfer documents, universal corrective documents) in electronic form submitted to the state information system of monitoring of turnover of goods, subject to obligatory marking by means of identification, containing information on the specified products, on her seller (sender) and the buyer (receiver).

3. In case of turnover of ethyl alcohol, alcoholic and alcohol-containing products the electronic documents specified in Items 1 and 2 of this resolution, in the procedure established by the legislation of the Russian Federation upon the demand of officials of the bodies exercising federal state control (supervision) in the field of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products, regional state control (supervision) in the field of retail sale of alcoholic and alcohol-containing products or law enforcement agencies are shown by person who has the right to perform turnover of ethyl alcohol, alcoholic and alcohol-containing products, and used for check by means of application software of the infrastructure providing information and technology interaction of information systems the state and municipal services used for provision and execution of the state and municipal functions electronically.

4. In transit road transport of beer and beer drinks, cider, Poiré, mead, the alcohol-containing non-food products which are subject to obligatory marking by means of identification, the electronic documents specified in Item 2 of this resolution are used together with electronic carriage documents (the electronic way bill or the electronic route sheet), the stipulated in Article 18.1 Federal Laws "Charter of Road Transport and Urban Land Electric Transportation". In transit the specified products the electronic documents specified in Item 2 of this resolution are used by other modes of transport together with the electronic carriage documents provided by the Federal Laws regulating activities of separate modes of transport.

5. This resolution becomes effective since March 1, 2026, except for Items 3 and 4 of this resolution which are becoming effective since September 1, 2026 and is effective till March 1, 2032.
