About the Procedure for approval of interval quantitative values of external parameters of the forecasts used for preparation of official forecasts of social and economic development of state members of the Eurasian Economic Union

The decision of Board of the Eurasian economic commission of February 9, 2021 No. 11 "About modification of the Procedure for approval of interval quantitative values of external parameters of the forecasts used for preparation of official forecasts of social and economic development of state members of the Eurasian Economic Union".
3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

1. This Procedure is developed for the purpose of implementation of the subitem 5 of item 4 of the Protocol on carrying out the approved macroeconomic policy (appendix No. 14 to the Agreement on the Eurasian Economic Union of May 29, 2014) (further - the Protocol) and establishes the sequence of actions of state members of the Eurasian Economic Union (further - state members) and the Eurasian economic commission (further - the Commission) in case of determination for forecast period of interval quantitative values of external parameters of the forecasts used for preparation of official forecasts of social and economic development of state members.
2. For the purposes of this Procedure concepts which mean the following are used:
"initial offers" - the offers of the Commission on interval quantitative values of external parameters of forecasts created by results of carrying out monitoring of information on forecasts of the prices of Brent crude oil and forecasts of rates of development of the world economy placed in open access by the international organizations;
"the forecast of social and economic development" - the forecast of social and economic development developed by state member (for the Republic of Armenia - the forecast of social and economic development of the Republic of Armenia for the medium-term period within the budget statement the forthcoming year, for the Republic of Belarus - the forecast of social and economic development of the Republic of Belarus for the forthcoming year, for the Republic of Kazakhstan - the forecast of social and economic development of the Republic of Kazakhstan for the medium-term period, for the Kyrgyz Republic - the forecast of social and economic development of the Kyrgyz Republic for the medium-term period, for the Russian Federation - the forecast of social and economic development of the Russian Federation for the next financial year and planning period);
"forecast period" - the period constituting 3 years without the current year (year of forming of the forecast);
"authorized bodies" - executive bodies of state members which competence includes development of forecasts of social and economic development and (or) interaction with the Commission.
Other concepts used in this Procedure are applied in the values determined by the Protocol.
3. The commission performs carrying out monitoring of information on forecasts of the prices of Brent crude oil and forecasts of rates of development of the world economy placed in open access by the international organizations.
4. By results of carrying out the monitoring performed according to Item 3 presents of the Procedure, the Commission annually till October 20 of the current year, creates initial offers according to Requirements to determination of interval quantitative values of forecasts of the prices of Brent crude oil and forecasts of rates of development of world economy according to appendix and sends them for approval to state members.
5. Authorized bodies taking into account initial offers annually, till November 10 of the current year, send to the Commission of the offer for forecast period on the interval quantitative values of external parameters of forecasts provided by the main scenario of the draft of the forecast of the social and economic development developed by state member.
6. In addition to the offers specified in Item 5 of this Procedure, authorized bodies of the Russian Federation till November 10 of the current year send information on approximate interval of change of forecast natural gas price to the Commission, delivered for internal consumption. The specified information provided by authorized bodies of the Russian Federation for the purpose of macroeconomic forecasting is not the obligation of the Russian Federation at the delivery price of natural gas in state members in the predicted period.
7. The commission within 3 working days from the date of receipt from authorized bodies of the Russian Federation of information specified in Item 6 of this Procedure sends it to the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan and the Kyrgyz Republic.
8. The commission taking into account offers of the authorized bodies provided according to Item 5 of this Procedure prepares interval quantitative values of external parameters of forecasts.
9. The board of the Commission annually, till December 31 of the current year, approves the interval quantitative values of external parameters of forecasts for forecast period approved with state members.
10. Authorized bodies create forecasts of social and economic development taking into account the interval quantitative values of external parameters of forecasts approved by Board of the Commission.
