About approval of Rules of registration of immigrants in the Republic of Kazakhstan

1. Approve the enclosed Rules of registration of immigrants in the Republic of Kazakhstan.

2. To provide to committee of migratory service of the Ministry of Internal Affairs of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising deputy minister of internal affairs of the Republic of Kazakhstan.

4. This order becomes effective since July 1, 2026 and is subject to official publication.

Order of registration of immigrants in the Republic of Kazakhstan

Chapter 1. General provision

1. These rules of registration of immigrants in the Republic of Kazakhstan (further - Rules) are developed according to subitem 6-4) of article 9 of the Law of the Republic of Kazakhstan "About population shift" and determine order of registration of immigrants in the Republic of Kazakhstan (further - registration of the immigrant).

2. In these rules the following basic concepts are used:

1) the immigrant - the foreigner or the stateless person which arrived to the Republic of Kazakhstan for temporary or permanent residence;

2) registration of the immigrant - mark law-enforcement bodies of the Republic of Kazakhstan in information system of data on the place and term of temporary stay of the immigrant;

3) information system of migratory police (further - IS MT) - information system of the Ministry of Internal Affairs of the Republic of Kazakhstan on forming of databank about internal and external migratory processes, and also automation of processes of integration interaction with other information systems and databases created within "the electronic government".

4) the place of temporary stay (accommodation) - the building having the address, the room or the dwelling which are not the residence and in which person stays (lives) temporarily.

Chapter 2. Order of registration of immigrants in the Republic of Kazakhstan

3. The immigrants arriving to the Republic of Kazakhstan from the states with which the procedure for stay for up to ninety days is established are registered in law-enforcement bodies of the Republic of Kazakhstan no later than the thirtieth calendar day from the date of crossing of Frontier of the Republic of Kazakhstan if other is not provided by the international treaties ratified by the Republic of Kazakhstan.

For registration in law-enforcement bodies of the Republic of Kazakhstan the immigrant enters the following data in IS MT: surname, name, the fatherland (in the presence), birth date, passport data, these persons, providing the place for stay (accommodation), the address of temporary stay (accommodation).

After introduction of data person, providing the place for stay (accommodation), receives the notification in mobile application on registration of the immigrant and confirms consent or refuses registration in the place of stay (accommodation).

After confirmation in registration in the place of stay (accommodation) in private office of the immigrant in IS MT the certificate of registration according to appendix to these rules is created.

4. The bases for refusal in registration of the immigrant in IS MT:

1) establishment of unauthenticity of the data provided by the immigrant for registration;

2) violation by the immigrant of term of stay in the Republic of Kazakhstan;

3) failure of the face providing the place for stay (accommodation) in registration of the immigrant to the declared address.

5. In case of address modification by the immigrant independently within five working days registration to the new address of stay (accommodation) according to the procedure, specified in Item 3 of these rules is made.

6. In case of registration in the new place of stay (accommodation) removal from the former address is performed automatically.

7. Registration of immigrants in the Republic of Kazakhstan in the place of stay (accommodation) is performed in the apartment houses, apartments, hostels, hotels, rest houses, sanatoria, and also in buildings and rooms used for accommodation of people.
