Based on part one of Item 3 of the Regulations on procedure for holding actions technical (technological, testing) the nature approved by the Presidential decree of the Republic of Belarus of June 6, 2025 No. 227, the Ministry of Internal Affairs of the Republic of Belarus DECIDES:

1. Determine that:

1.1. the officials authorized on holding actions technical (technological, testing) nature on behalf of the law-enforcement bodies and divisions entering their system are:

employees and civil personnel (further – employees) divisions on drug enforcement and counteraction to human trafficking of criminal militia of managements, Departments of Internal Affairs of city, district executive committees (local administrations), Main Department of Internal Affairs of the Minsk city executive committee, the Departments of Internal Affairs of regional executive committees, and also other divisions of the specified law-enforcement bodies to whom the order of the chief of relevant organ of internal affairs assigns obligations of staff of divisions on drug enforcement and counteraction to human trafficking of criminal militia (in the absence of position of the employee of division on drug enforcement and counteraction to human trafficking of criminal militia in the staff list of law-enforcement body), – when implementing assessment of legitimacy of application in the organizations of health care of methadone drug (further – MTH No. 2), estimates of legitimacy of acquisition by physical persons according to recipes of drugs and psychotropic substances in the drugstores enabling the realization of the specified means and substances (further – MTH No. 3);

the employees who are carrying out obligations on licensed and allowing work, managements, Departments of Internal Affairs of city, district executive committees (local administrations), Departments of Internal Affairs on transport, departments of internal affairs on transport, Main Department of Internal Affairs of the Minsk city executive committee, the Departments of Internal Affairs of regional executive committees – when implementing inspection of the rooms intended for storage of office, civil weapon and ammunition to it in the organizations, and also the rooms intended for storage of military weapon and ammunition to it, legal entities with singular authorized problems regarding compliance of such rooms to requirements of technical reinforcement, studying of procedure for acquisition, realization and use of the specified weapon and ammunition (further – MTH No. 5), inspections of objects, supervision of which is assigned to law-enforcement bodies, regarding their compliance of technical reinforcement, observance of access control (further – MTH No. 6);

staff of Department of protection of the Ministry of Internal Affairs, regional, Minsk city managements, departments (departments) of Department of protection of the Ministry of Internal Affairs in areas, the cities, areas in the cities, other settlements – when implementing assessment of observance by the organizations, their separate divisions of conditions and rules of implementation of security activities, restrictions in the sphere of security activities (except for subject to licensed control) (further – MTH No. 10);

staff of divisions of the State automobile inspection of managements, Departments of Internal Affairs of city, district executive committees (local administrations), Main Department of Internal Affairs of the Minsk city executive committee, the Departments of Internal Affairs of regional executive committees – when implementing assessment of accomplishment by the organizations and individual entrepreneurs of obligations on traffic safety (further – MTH No. 11), estimates of accomplishment by the organizations of obligations for content of street road net in condition, safe for traffic (further – MTH No. 12);

staff of divisions on nationality and migration of managements, Departments of Internal Affairs of city, district executive committees (local administrations), Main Department of Internal Affairs of the Minsk city executive committee, the Departments of Internal Affairs of regional executive committees – when implementing assessment of accomplishment by the organizations and individual entrepreneurs of obligations on observance of regulations, stipulated by the legislation about legal status of foreign citizens and stateless persons (further – MTH No. 13), estimates of accomplishment by employers of the Republic of Belarus of obligations on attraction for implementation of labor activity in the Republic of Belarus the foreign citizens and stateless persons which do not have permissions to permanent residence in the Republic of Belarus (further – MTH No. 14);

1.2. during actions technical (technological, testing) nature the following questions are subject to studying:

when carrying out MTH No. 2 – procedure for application in the organizations of health care of methadone drug in case of delivery of health care to patients with syndrome of dependence on drugs of opium group according to requirements of the resolution of the Ministry of Health of the Republic of Belarus of August 20, 2021 No. 98 "About medical care to patients with syndrome of dependence on drugs of opium group";

when carrying out MTH No. 3 – procedure for acquisition by physical persons according to recipes of drugs and psychotropic substances in the drugstores enabling the realization of the specified means and substances;

when carrying out MTH No. 5:

quantity, types, types, models and numbers of weapon and the ammunition to it which are stored;

technical reinforcement of the rooms intended for storage of weapon and ammunition to it;

availability of permission to storage of the weapon and ammunition to it issued by law-enforcement body;

procedure for acquisition, realization and use of weapon and ammunition to it;

when carrying out MTH No. 6:

quantity, types, types, models and numbers of weapon and the ammunition to it which are on object, supervision of which is assigned to law-enforcement bodies;

technical reinforcement of object, supervision of which is assigned to law-enforcement bodies;
