The organizations performing regulated types of activity in the field of heat supply, having the right to send once in 2025 - 2027 to authorized executive body of the subject of the Russian Federation in the field of state regulation of the prices (rates) in the field of heat supply (further - regulating authority of rates) the statement for review of expenses on compensation of the organization performing regulated types of activity in the field of heat supply (further - expenses on compensation), for 2026 till December 1, 2025 (inclusive), for 2027 - till September 1, 2026 (inclusive), for 2028 - till September 1, 2027 (inclusive) under condition, if in settlement period of regulation (in the value determined in the pricing Bases in the field of heat supply approved by this resolution), prior year of the direction of the statement for review of expenses on compensation, value of the average salary on one employee of the organization, performing regulated types of activity in the field of heat supply, considered by regulating authority of rates in case of price fixation (rates) in the field of heat supply for the specified settlement period of regulation, lower than one of determined by data provided or extended by subjects of the official statistical recording for appropriate subject of the Russian Federation in accordance with the established procedure official statistical information of values - the maximum value of the average salary in the subject of the Russian Federation or the maximum value of the average salary in one of municipalities in which territories the regulated type of activity in the field of heat supply using such prices (rates) is performed.

The value of the average salary on one employee of the organization performing regulated types of activity in the field of heat supply considered by regulating authority of rates in case of price fixation (rates) in the field of heat supply for settlement period of regulation is determined as the relation of expenses on compensation to the number of personnel of the organization performing regulated types of activity in the field of heat supply which are considered in case of establishment of operating expenses on the corresponding settlement period of regulation according to provisions of the Bases of pricing in the field of heat supply approved by this resolution.

In case of expense determination on compensation, included in necessary gross revenue of the organization performing regulated types of activity in the field of heat supply for the statement for review of expenses on compensation the number of personnel of the organization performing regulated types of activity in the field of heat supply is determined according to the staff list of the organization performing regulated types of activity in the field of heat supply, but no more than the number of personnel calculated according to the standard regulations of work approved according to article 161 of the Labor Code of the Russian Federation existing as of day of the direction of the statement for review of expenses on compensation (in case of their approval), and the actual average number of workers which developed for the settlement period of regulation preceding year of the direction of the statement for review of expenses on compensation increased by 10 percent and corrected by application of index of change of quantity of assets.
