About measures for enhancement of system of appointment and payment of payments for the national social insurance

For the purpose of material support of the population in difficult life situations by enhancement of system of the national social insurance and ensuring financial stability, and also stimulation of official employment and increase in stability of the labor market I decide:

I. Purposes

1. Determine main objectives of enhancement of system of the national social insurance:

(a) prevention of leaving without income of citizens in difficult life situations and risk minimization of their hit in poverty;

(b) expansion of participation of the population in system of the national social insurance and legalization of unofficial employment;

(c) step-by-step enhancement of system of the national social insurance for the purpose of ensuring its financial stability and reduction in compliance with international standards;

(d) implementation of mechanisms of calculation and payment of payments for the national social insurance in proportion to the contribution to social insurance made by citizens.

II. Implementation of new system of the national social insurance

2. Determine that since January 1, 2026 in the Republic of Uzbekistan the new system of the national social insurance is entered. At the same time:

(a) the scope of citizens is performed by the national social insurance with the following provisions:

(i) on the obligatory bases - at the expense of part of income tax, the size (rate) of which is established by the law on the Government budget of the Republic of Uzbekistan;

(ii) on the voluntary bases - due to payment of the minimum size of monthly insurance premium in the amount of 5 percent of the minimum wage;

(b) payments on the national social insurance are paid to citizens in proportion to their minimum insurance years of service and the paid insurance premium through Fund of the national social insurance (further - Fund) the National agency of social protection in case of the President of the Republic of Uzbekistan (further - the National agency of social protection);

(c) accounting of insured persons, their insurance years of service and fees, and also processes of appointment and payment of payments for the national social insurance are performed in information system of the National agency of social protection on the basis of the data obtained by means of the Interdepartmental integration platform of the Digital Government system;

(d) through Fund are appointed and paid:

(i) in pro-active form:

since January 1, 2026 - maternity allowance;

since July 1, 2026 - temporary disability benefit;

(ii) since January 1, 2030 on the basis of addresses of citizens - dismissal wage;

(e) the periods of the payment of insurance premium, single social payment and the social tax in the off-budget Pension fund under the Ministry of Economics and finance made till January 1, 2026 are considered as insurance years of service when calculating payments for the national social insurance.

III. Organization and financing of activities of Fund

3. Determine that:

(a) The fund is created as the state trust fund and in the form of public institution;

(b) The executive directorate of Fund is its executive body. At the same time:

(i) for the organization of activities of Executive directorate at the expense of managerial established posts of the National agency of social protection and the organizations in its system 33 established posts are allocated;

(ii) categories of compensation of employees of Executive directorate are applied one step below than the categories of compensation established for employees of central office of the National agency of social protection. At the same time the conditions established for employees of central office of the National agency of social protection extend to employees of Executive directorate on other payment terms of work and stimulation;

(iii) activities of Executive directorate are financed by means of the republican budget of the Republic of Uzbekistan.

IV. Organization, providing and control of execution of the Decree

4. According to this Decree for the organization and implementation of actions for system of the national social insurance the personal responsibility is born:

(a) The national agency of social protection - for control and monitoring of accounting of the national social insurance, timely holding actions to destination and payment of payments;

(b) Fund - for accounting of insurers and insured persons, insurance years of service and fees within the national social insurance, and also appointment and payment of payments for the national social insurance;

(c) The Ministry of Health - for the correct and timely registration of leaves of disability of insured persons by means of the corresponding information systems, and also for their submission to Fund through information system;

() the Ministry of employment and reducing poverty - for submission to Fund by means of information system of the insured persons this about condition of employment, their working life and leaves;

(e) The Tax Committee - for data presentation about the income in payment type of work of the citizens covered by the national social insurance on the obligatory basis and also about the periods considered as insurance years of service when calculating payments for the national social insurance to insured persons for the period before implementation of new system of the national social insurance.

5. Approve "Road map" on development of system of the national social insurance and ensuring its financial stability according to appendix No. 1.

6. To the national agency of social protection:

(a) together with the interested ministries and departments in three-months time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this Decree;

(b) till the end of 2026 for the purpose of step-by-step ensuring openness and transparency, and also increase in appeal of system of the national social insurance to create opportunity for insured persons to monitor in real time accounting of the insurance years of service and the made insurance premiums.

7. To the Ministry of Economics and finance:

(a) to annually provide in the law of the Republic of Uzbekistan on the Government budget of the Republic of Uzbekistan the part (size) of the social tax and income tax sent to Fund for forming of means of the national social insurance, and also transfers from the republican budget in necessary size;

(b) to allocate necessary funds for the organization of activities of Fund for reasonable calculations within the extreme sizes of the means provided in parameters of the Government budget for 2025 for the National agency of social protection, and since 2026 - annually to provide in the budget parameters for the corresponding year.

8. Make changes and additions to some acts of the President of the Republic of Uzbekistan according to appendix No. 2.
