About approval procedure of the number of staff of employees of state-financed organizations
Based on part two of article 35 of the Law of the Republic of Belarus of July 23, 2008 "About Council of Ministers of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 424-Z
1. The number of staff of employees of state-financed organizations * affirms according to the standard states and standard rates of number or approximate regular standard rates of number approved in the procedure established by the legislation (further - standard (approximate) states and standard rates of number).
Introduction of the number of staff of workers over the number established by standard (approximate) states and standard rates is allowed according to the procedure, provided by this resolution.
The number of staff of employees of state-financed organizations can affirm as smaller quantity in comparison with their number determined according to standard (approximate) states and standard rates of number.
2. Operation of this resolution does not extend on:
employees of the state-financed organizations containing for the income account from off-budget activities;
employees of the state-financed scientific organizations **;
the Republic of Belarus subordinated to the President state bodies and other organizations, and also the organizations subordinated to them (except for the state-financed organizations subordinated to National academy of Sciences of Belarus not specified in paragraph three of this Item);
state-financed organizations which separate established posts join in the general number of staff of employees of state bodies determined by the President of the Republic of Belarus;
The public courier service of the Republic of Belarus under the Ministry of Communications and Informatization;
the public forestry and landscape institutions subordinated to the Ministry of forestry.

* For the purposes of this resolution the term "state-financed organization" is used in the value determined in subitem 1.4 of Item 1 of Article 2 of the Budget code of the Republic of Belarus.
** For the purposes of this resolution the term "employees of the state-financed scientific organizations" is used in the value determined in the interlinear note to part one of Item 1 of the Presidential decree of the Republic of Belarus of December 28, 2017 No. 467 "About compensation of employees of the state-financed scientific organizations".
3. The number of staff of employees of state-financed organizations affirms as the following procedure:
on the state-financed organizations subordinated to Council of Ministers of the Republic of Belarus - Council of Ministers of the Republic of Belarus;
on the state-financed organizations subordinated to republican state bodies - the relevant republican state bodies in coordination with Council of Ministers of the Republic of Belarus if other is not established by the President of the Republic of Belarus;
on the state-financed organizations subordinated to National academy of Sciences of Belarus - National academy of Sciences of Belarus in coordination with Council of Ministers of the Republic of Belarus;
on the state-financed organizations financed from regional budgets, the budget of Minsk - corresponding regional, Minsk city executive committees;
on the state-financed organizations financed from budgets of basic and primary levels - the relevant executive committees (local administrations of areas in the cities) in coordination with regional executive committees.
4. The number of staff of employees of state-financed organizations for whom there are no standard (approximate) states and standard rates of number is determined:
4.1. concerning positions of employees (professions of workers) for which cross-industry regulations of work are established, - according to cross-industry regulations of work;
4.2. concerning positions of employees (professions of workers) for which cross-industry regulations of work are not established:
on the state-financed organizations subordinated to Council of Ministers of the Republic of Belarus - Council of Ministers of the Republic of Belarus;
on other state-financed organizations - the relevant republican state bodies, regional, Minsk city executive committees, city, district, settlement, rural executive committees, local administrations of areas in the cities, National academy of Sciences of Belarus under which supervision this state-financed organization, in coordination with the Ministry of Labour and Social Protection is.
The number of staff of workers determined according to part one of this Item affirms according to the procedure, provided in Item 3 of this resolution.
5. Determine that the number of staff of employees of the state-financed organizations specified in Items 3 and 4 of this resolution if other is not provided by this resolution, cannot be increased in relation to the number of staff approved:
for January 1, 2025;
on the date of entry into force of this resolution if the approved number of staff of workers is less, than for January 1, 2025 (except for increases in the number of staff of workers in case of employment of seasonal workers).
6. Increase in the number of staff of workers approved according to Items 1 and 3 of this resolution and (or) introduction in the staff list of positions of employees (professions of the workers) who are not provided by standard (approximate) states and standard rates of number is performed with reasonable need and in coordination with Council of Ministers of the Republic of Belarus on representation:
republican state bodies - concerning the state-financed organizations financed from the republican budget;
National academy of Sciences of Belarus - concerning subordinate state-financed organizations;
regional, Minsk city executive committees - concerning the state-financed organizations financed from local budgets.
The head of state-financed organization in need of increase in the number of staff of workers approved according to Items 1 and 3 of this resolution, and (or) introduction in the staff list of positions of employees (professions of the workers) who are not provided by standard (approximate) states and standard rates of number sends to the relevant state body, National academy of Sciences of Belarus the petition with appendix of the draft of the staff list, reasons for need of its change and calculation of additional expenses.
The documents submitted according to part two of this Item are considered by state bodies, National academy of Sciences of Belarus within 15 working days from receipt date and in case of their approval are introduced for review:
republican state bodies, regional, Minsk city executive committees, National academy of Sciences of Belarus - in Council of Ministers of the Republic of Belarus;
city, district, settlement, rural executive committees, local administrations of areas in the cities - in corresponding regional, Minsk city executive committees which in case of approval of the petition send it for review to Council of Ministers of the Republic of Belarus.
