Based on subitem 1.13 of Item 1 of Article 22 and Item 2 of article 74 of the Code of the Republic of Belarus on architectural, town-planning and construction activities the Ministry of Architecture of the Republic of Belarus DECIDES:

1. Approve the Instruction about procedure for development, approval, rules of creation, statements and registrations of special specifications it (is applied).

2. Determine the scientific and project and production republican unitary enterprise "STROYTEKHNORM" the basic organization for registration and accounting of the approved special specifications (further – the basic organization).

3. This resolution becomes effective after its official publication.

The instruction about procedure for development, approval, rules of creation, statement and registration of special specifications

Chapter 1. General provisions

1. This Instruction establishes procedure for development, approval, and also the rule of creation, statement and registration of special specifications (further, unless otherwise specified, – STU).

2. For the purposes of this Instruction the following terms and their determinations are used:

monitoring of intense state of strain of object of STU (further – monitoring of the VAT of object of STU) – systematic observation of processes of construction, reconstruction and operation of object of STU, and also of condition of the surrounding building which is in zone of influence of construction and operation of object of STU for the purpose of safety and operational suitability of object of STU, and also safety of surrounding building, identification of the negative processes which are result of different types of impacts, and elimination of their effects;

scientific and technical maintenance of construction (further – NTSS) – the complex of actions for object of STU and surrounding building which is carried out for providing safety requirements, reliability and quality of project and construction products.

The terms "customer", "builder", "special specifications" are used in the values determined respectively in subitems 1.19 and 1.20 of Article 1 and part two of Item 1 of article 74 of the Code of the Republic of Belarus about architectural, town-planning and construction activities.

3. The developed technical requirements of STU shall be based on the principle of regulation of parameters of safety of construction object, building constructions, engineering systems, construction materials.

In case of availability concerning part of object of STU of requirements of the technical regulatory legal acts obligatory for observance (further – TNPA), in STU it is allowed to give references to TNPA to which requirements of STU, their elements, recommendations, instructions, rules, techniques of calculations and testing, and also on other sources explaining requirements of STU for their correct application concerning object of STU shall be coordinated.

It is allowed to include the technical requirements other than requirements of TNPA specified in part two of this Item to which requirements of STU, in the presence as a part of STU of compensating measures and (or) requirements shall be coordinated in STU.

4. Provisions STU extend only to object of STU.

5. Effective period of STU containing the requirements reflecting features of development of the project documentation, construction and reconstruction of object of STU is established for development of the project documentation, construction and reconstruction of object of STU, and effective period of STU containing requirements to operation of object – before the termination of useful life of object of STU.

Chapter 2. Procedure for development of special specifications

6. STU are developed based on the agreement signed by the customer, the builder with the basic organization performing development of STU (further – the STU developer) specified in the list according to appendix 1.

7. It is allowed to attract to development of the STU separate elements at the discretion of the STU developer the relevant scientific, project, educational organizations (from their consent) having the corresponding scientific and technical potential, personnel structure and having experience of practical work in the respective area.

8. STU are developed based on the approved preliminary specifications on development (further – TZ). TZ is prepared by the customer, the builder in form according to appendix 2.

9. Basic data for development of STU (further – basic data):

allowing documentation on construction;

act of the choice of the location of the parcel of land and decision of local executive and administrative organ on withdrawal and provision of the parcel of land;

the approved preproject (pre-investment) documentation if its development is obligatory.

10. The structure and content of basic data is allowed to be specified taking into account features of object of STU.

11. In case of modification of basic data at stage of development of STU before their approval and approval the customer, the builder report about it to the STU developer in writing and send the changed basic data to its address.
