About approval of Rules of industrial conversion of the grades of plant of hemp (cannabis) permitted to cultivation in the industrial purposes which are not connected with production or production of drugs and psychotropic substances

1. Approve the enclosed Rules of industrial conversion of the grades of plant of hemp (cannabis) permitted to cultivation in the industrial purposes which are not connected with production or production of drugs and psychotropic substances.
2. This resolution becomes effective after ten calendar days from the date of its first official publication.

1. These rules of industrial conversion of the grades of plant of hemp (cannabis) permitted to cultivation in the industrial purposes which are not connected with production or production of drugs and psychotropic substances (further - Rules), are developed according to Item 7 of article 22 of the Law of the Republic of Kazakhstan "About drugs, psychotropic substances, their analogs and precursors and measures of counteraction to their illicit trafficking and abuse of them" and determine procedure for industrial conversion of the grades of plant of hemp (cannabis) permitted to cultivation in the industrial purposes which are not connected with production or production of drugs and psychotropic substances.
2. The basic concepts used in these rules:
1) rough cleaning - process of removal of lignin, wood dust of stalks of hemp (cannabis);
2) decortication - mechanical department of fiber of hemp (cannabis) from fires;
3) penkovolokno - the rough bast technical fiber received from stalks of hemp (cannabis);
4) fire - internal wood part of stalks of hemp (cannabis);
5) retting - biochemical department of fiber of hemp (cannabis) from fires;
6) hemp (cannabis) - the plant and raw materials received from the grades of plant of hemp (cannabis) permitted to cultivation in the industrial purposes which are not connected with production or production of drugs and psychotropic substances, with content of tetrahydrocannabinol of no more 0,3 of %;
7) hackling - process of raspravleniye and sorting of fiber of hemp (cannabis);
8) tetrahydrocannabinol (further - TGC) - the chemical compound from group of kannabinoid which is the main psychoactive component of plant of hemp (cannabis), making the impact on the central nervous system of the person included in the list of controlled substances according to the legislation of the Republic of Kazakhstan;
9) scutching - process of removal of small impurity and nedorazdelenny particles of penkovolokn of hemp (cannabis).
3. Industrial conversion of the grades of plant of hemp (cannabis) permitted to cultivation in the industrial purposes which are not connected with production or production of drugs and psychotropic substances consists of the engineering procedures performed in different industries for the purpose of receipt of end products and includes acceptance for industrial conversion, primary and (or) deep conversion.
4. The subjects of industrial and innovative activities performing industrial conversion of hemp (cannabis) accept stalks of hemp (cannabis) in lots.
5. Any quantity of stalks of hemp (cannabis) of one grade of plant of hemp (cannabis) permitted to cultivation in the industrial purposes which are not connected with production or production of drugs and psychotropic substances, one term of cleaning, intended for simultaneous delivery and drawn up by one document is considered batch.
6. Stalks of hemp (cannabis) are accepted in rolls or the pressed bales based on experimental testimony, confirmatory that the level of content of TGC in plant of hemp (cannabis) does not exceed the regulation established by the legislation of the Republic of Kazakhstan, issued by the state legal entity performing judicial and expert activities in the procedure established by the legislation.
7. Subjects of industrial and innovative activities stalks of hemp (cannabis) are exposed to department пеньковолокон (bass) from internal wood part (fires).

8. In need of penkovolokn are humidified for improvement of further conversion.
9. Penkovolokna undergo scutching, hackling and rough cleaning. Received penkovolokna shall conform to international standards state standard specifications 10379-76 "The hemp frayed. Specifications", GOST 9993-74 "Hemp short. Specifications", GOST 23087-78 "Hemp short for export. Specifications".
10. At optimum temperatures of 40 - 70 °C drying of penkovolokn is made. Process of drying shall be controlled and sparing to avoid damages of cellular structure of fiber.
Penkovolokna no more than 15% shall be dried up to humidity.
If necessary preparatory drying in the natural or ventilated cameras is carried out.
11. Cleared and dried up penkovolokna are sorted by length and quality.
Each batch is pressed in piles (in need of) weighing 150 - 250 kg in case of humidity no more than 12% and goes for storage and (or) further chemical conversion.
Piles are marked with indication of grade of penkovolokn, batch, humidity and date of pressing.
12. Conversion fires is made depending on end product.
13. Storage of penkovolokn and fires is performed in special warehouses, and in case of their absence - in the dry adapted rooms conforming to health and fire-proof requirements.
