1. Approve the enclosed Rules of carrying out technical audit on water supply systems and water disposals of settlements.

2. To provide to committee on cases of construction and housing and communal services of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of carrying out technical audit on water supply systems and water disposals of settlements

Chapter 1. General provisions

1. These rules of carrying out technical audit on water supply systems and water disposals of settlements are developed according to subitem 492-2) of Item 15 of the Regulations on the Industry ministry and the construction of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 4, 2023 No. 864 "Some questions of the Industry ministry and construction of the Republic of Kazakhstan" and determine procedure for carrying out technical audit on water supply systems and water disposals of settlements.

2. In these rules the following concepts and determinations are used:

1) technical audit of centralized systems of water supply and water disposal of settlements (further - technical audit) - type of the expert works which are carried out to the period of operation of engineering infrastructure and (or) its elements for the purpose of determination of their actual technical and technological state on compliance of design capacity according to the state standard rates in the sphere of architectural, town-planning and construction activities;

2) the organization for water supply and (or) water disposal - the water management organization (the company of water supply and water disposal) performing complete engineering procedure of water supply and water disposal and operating water supply systems and water disposals of the settlement for the purpose of rendering services to consumers in water supply and water disposal, and also exercising technical supervision of condition of water supply systems and water disposal of consumers, regulating and controlling development of water supply systems and water disposal of the settlement in general;

3) the accredited organization - the organization according to the legislation of the Republic of Kazakhstan on architectural, town-planning and construction activities performing technical audit of centralized systems of water supply and (or) water disposal and (or) their elements;

4) system of water disposal - complex of the engineering networks and constructions intended for collection, transportation, cleaning and removal of sewage;

5) water supply system - complex of the engineering networks and constructions intended for fence, storage, preparation, giving and distribution of water to places of its consumption.

3. Technical audit is booked for the purpose of determination:

1) actual technical and technological state of elements of water supply systems and water disposal (wastage rate, physical wear, energy efficiency, topology optimality, extent of reservation of capacity and other technical parameters);

2) possibilities of achievement by treatment facilities of water supply systems and water disposals of settlements of the requirements established by regulatory legal acts in the sphere of sanitary and epidemiologic wellbeing of the population and the ecological legislation of the Republic of Kazakhstan.

4. Tasks of carrying out technical audit are:

1) ensuring acceptance of effective management of decisions of local executive bodies and organizations for water supply and (or) water disposal;

2) determination of the actual measure values of reliability, quality, energy efficiency of objects of centralized systems of water supply and (or) water disposal;

3) receipt (preparation) of basic data for plan development of development of water supply and water disposal, plans for decrease in dumpings of sewage, actions for reduction of quality of drinking water, in compliance with the established hygienic standard rates and sanitary and epidemiologic requirements, establishments of standard rates of water disposal, and also for expense determination, objects of centralized systems of water supply and (or) water disposal, necessary for operation (including ownerless objects), proceeding from their technical condition.

5. Technical audit is booked:

1) once during action of rates for regulated services in water supply and (or) water disposal, but at least once in five years;

2) in case of acceptance of the organization for water supply and (or) water disposal, in operation of ownerless objects of centralized systems of water supply and (or) water disposal according to the legislation of the Republic of Kazakhstan.

6. For the solution of tasks, stipulated in Item 4 these rules, the organization for water supply and (or) water disposal, is guided by provisions of these rules.

7. Technical audit is booked, at the expense of tariff means of the organization for water supply and (or) water disposal.

8. The term of accomplishment of expert works on technical audit is determined by the agreement and does not exceed sixty calendar days.

9. The organization for water supply and (or) water disposal renders the accredited organization complete technical assistance when implementing technical audit.

10. The organization booking technical audit on subjects to water supply and water disposal incorporates the following specialists:

1) Project manager / chief engineer;

2) water supply Engineers - at least two specialists with the confirmed experience of carrying out inspections;

3) the water disposal Engineer - the specialist with experience of inspection of systems of water disposal;
