About approval of the Regulations on calculation of energy consumption from renewable sources

Based on the Item k 1) of article 10 of the Law No. 10/2016 on promotion of energy use from renewable sources (The official monitor of the Republic of Moldova, 2016, Art. No. 69-77, 117), with subsequent changes, DECIDES: the Government

1. Approve Regulations on calculation of energy consumption from renewable sources it (is applied).

2. To Department of Energy, the National center for steady energy and National bureau of statistics to cooperate for the purpose of determination and realization of necessary measures and actions for development of national statistical system for ensuring availability of necessary statistical information in case of determination of gross end use energy consumption from renewable sources and share of renewable energy in gross end use energy consumption, both sector, and cumulative.

3. To the national center for steady energy to include the detailed information about gross end use energy consumption from renewable sources and share of renewable energy in gross end use energy consumption, both sector, and cumulative, in the annual activities report developed according to part provisions (7) article 11 of the Law No. 139/2018 on energy efficiency, and to publish it on the official website. To the national center for steady energy to promote process of development of the national integrated report on energy and climate provided in article 7-3 of the Law No. 174/2017 on power by inclusion in it of the detailed information provided in this Item.

4. To Department of Energy to use information provided by the National center for steady energy as a result of execution of requirements of the Regulations on calculation of energy consumption from renewable sources, for the purpose of development evaluation of situation in the Republic of Moldova, proceeding from approximate trajectories and the purposes, including sector, planned in the Law No. 10/2016 on promotion of energy use from renewable sources, the Law No. 139/2018 on energy efficiency, the National integrated plan for energy and climate and other documents public the policy.

5. Electric power suppliers shall provide to final consumers information on structure and share of all types of power sources in the delivered electric power by means of the report provided in Item 29 of the Regulations on calculation of energy consumption from renewable sources since the period on September 1-30, 2026.

6. Provisions of subitems 14.1 and 14.2 of appendix No. 4 to the Regulations on calculation of energy consumption from renewable sources are applied since January 1, 2038 to the installations making liquid and gaseous fuel of not biological origin from renewable sources and used on transport if they were put into operation till December 31, 2027. To the installations increasing the production capacity since January 1, 2028 by building-up of installed capacity, addition of new production units or any other method of increase in capacity, provision of subitems 14.1 and 14.2 of appendix No. 4 to the specified Provision are applied in full to additional capacity.

7. The regulation concerning correlation condition on time, provided in Item 16 of appendix No. 4 to the Regulations on calculation of energy consumption from renewable sources is applied to the liquid and gaseous fuel of the not biological origin received from renewable sources and used on transport since July 1, 2027 on condition of the notification by the Department of Energy of the Secretariat of Energy community.

8. Declare invalid the Order of the Government No. 270/2020 about approval of the Regulations on determination of end use energy consumption from renewable sources on transport (The official monitor of the Republic of Moldova, 2020, Art. No. 118-123, 383).
