About approval of the Procedure for import of seeds to the territory of the Kyrgyz Republic

1. Approve the Procedure for import of seeds to the territory of the Kyrgyz Republic according to appendix.

2. This resolution becomes effective after ten days from the date of official publication.

Procedure for import of seeds to the territory of the Kyrgyz Republic

1. This Procedure is developed according to article 11 of the Law of the Kyrgyz Republic "About seeds" and determines procedure for import of seeds to the territory of the Kyrgyz Republic.

2. The following persons can import seeds on the territory of the Kyrgyz Republic:

- legal entities and physical persons, including the individual entrepreneurs performing production of seeds of agricultural plants;

- legal entities and physical persons, including the individual entrepreneurs enabling the realization and (or) use of seeds of agricultural plants;

- legal entities and physical persons, including the individual entrepreneurs performing transportation of seeds of agricultural plants from the territory of foreign state on the territory of the Kyrgyz Republic.

3. When importing seeds to the territory of the Kyrgyz Republic certificates of the international sample of International Association on testing of seeds (ISTA), and also quality certificates of seeds of exporting countries with which the authorized body in the field of certification of seeds, landing material, testing and registration of grades signs the relevant agreement, on condition of availability of high-quality certificates of Organization for Economic Cooperation and Development (OECD) are recognized.

4. On the imported seeds from the territory of state members of the Eurasian Economic Union regulations of the legislation of the Kyrgyz Republic and acts of bodies of the Eurasian Economic Union are applied.

5. Import of seeds is performed taking into account requirements imposed by the Law of the Kyrgyz Republic "About quarantine of plants" and also the Law of the Kyrgyz Republic "About seeds".

6. The imported seeds shall be followed by the relevant document certifying lack of their belonging to genetically modified organisms.

7. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of 20.10.2025 No. 682

8. Confirmation on compliance of the seeds imported on the territory of the Kyrgyz Republic, to requirements of the Law of the Kyrgyz Republic "About seeds" performs authorized body in the field of certification of seeds, landing material, testing and registration of grades (further - authorized body).

9. Persons performing import of seeds to the territory of the Kyrgyz Republic when passing customs procedure for confirmation on compliance to requirements of the Law of the Kyrgyz Republic "About seeds" on the imported seeds on the territory of the Kyrgyz Republic, file in authorized body petition in appendix 1 to this Procedure accompanied by the following documents:

- the phytosanitary certificate on seed and landing material of the exporting country;

- the certificate of conformity on seed and landing material of the exporting country;

- the certificate of origin on seed and landing material of the exporting country;

- the delivery agreement of seed and landing material including the name of grades and hybrids and quantity;

- invoice.

10. The authorized body considers the arrived application within 4 working days from the date of registration of a statement and provides to the applicant one of the following documents confirming about compliance to requirements of the Law of the Kyrgyz Republic "About seeds" the imported seeds on the territory of the Kyrgyz Republic:

1) the list of the plant varieties imported as samples for competitive, ecological and production testing according to appendix 2 to this Procedure;

2) the list of the plant varieties imported for selection and research works according to appendix 3 to this Procedure;

3) the list of the plant varieties imported for production of seeds which will be exported according to appendix 4 to this Procedure;

4) the list of the plant varieties imported according to the request of the selector - on creation of inventory of seeds for testing of selection achievements according to appendix 5 to this Procedure;

5) the list of the plant varieties imported for exhibiting at exhibitions according to appendix 6 to this Procedure;

6) the list of the plant varieties imported for use in personal non-commercial purposes according to appendix 7 to this Procedure;

7) the statement from the State register of grades and hybrids of the plants allowed to use in the territory of the Kyrgyz Republic according to appendix 8 to this Procedure.

11. Import of seeds to the territory of the Kyrgyz Republic in the cases provided by the Law of the Kyrgyz Republic "About seeds" is forbidden. In this case the authorized body refuses provision of the documents confirming on compliance to requirements of the Law of the Kyrgyz Republic "About seeds".
