About geodetic and cartographical works of the state appointment

Based on paragraphs of the seventh and eighth of part one of Article 11 and part two of article 29 of the Law of the Republic of Belarus of July 14, 2008 "About geodetic and cartographic activities" the State committee on property of the Republic of Belarus DECIDES: No. 396-Z

1. Determine the following state specialized organizations which are a part of the system of the State committee on property, contractors of the following geodetic and cartographical works, and also works on creation, functioning and development of National infrastructure of spatial data which results have nation-wide, cross-industry appointment (further respectively - the organizations, geodetic and cartographical works of the state appointment):

1.1. land republican unitary enterprise "Belgeodeziya":

theoretical determination, practical realization and distribution of the state reference system of coordinates, the state reference system of heights and the state system of gravimetric measurements, determination of parameters of interrelation (transition) between the state reference system of coordinates both reference systems of coordinates established for application and used in the Republic of Belarus;

creation, development and maintenance in urgent condition of the state geodetic network, including network of permanent geodetic Items of Satellite system of exact positioning of the Republic of Belarus, the state leveling network, state gravimetric network, geodetic networks of condensation and leveling networks of condensation in settlements which density and accuracy provide creation and updating of the state topographic maps and state topographical plans, topographical plans of settlements, the solution of tasks of nation-wide, cross-industry appointment;

creation and (or) maintaining (updating, operation), program and technical maintenance and upgrade of complex of program technical means of Satellite system of exact positioning of the Republic of Belarus;

creation, updating and the edition of the state topographic maps and the state topographical plans, topographical plans of settlements in graphical, digital and other forms, the accuracy and which content provide the solution of tasks of nation-wide, cross-industry appointment;

remote sensing of Earth with use of the film-making equipment of land and air (unmanned aerial vehicles) basing for the purpose of ensuring geodetic and cartographical works of the state appointment, except for geodetic and cartographical works in case of engineering survey;

processing of the materials of remote sensing of Earth received with use of the film-making equipment of land, air (unmanned aerial vehicles) basing and space basing for the purpose of ensuring geodetic and cartographical works of the state appointment, except for geodetic and cartographical works in case of engineering survey, and also production on the basis of these materials of geodetic and cartographical products;

geodynamic researches based on geodetic and space measurements;

geodetic and cartographical support of delimitation, demarcation and check of passing of the line of Frontier of the Republic of Belarus;

forming, maintaining and storage of the State kartografo-geodetic fund of the Republic of Belarus;

creation, maintaining (updating, operation), program and technical support and upgrade of complex of program technical means of the National geoportal;

carrying out analysis of functioning of National infrastructure of spatial data;

normalization of names of geographical objects;

designing, creation and the edition all-geographical (topographical, survey and topographical), thematic (political, administrative) and special (scientific and help) cards, plans and atlases in graphical, digital and other forms, and also their updating, reissuing, etc.;

creation and (or) maintaining (updating, operation), program and technical maintenance and upgrade of complexes of program technical means of the state geographical information systems and resources, including state geographical information system of the State kartografo-geodetic fund of the Republic of Belarus, state geographical information resource "Help Map of the Republic of Belarus on Duty";

shooting of bottom of lakes, water storage basins and certain sections of the rivers;

geodetic support of navigation, including forming and provision of information to owners of navigation resources obtained with use of Satellite system of exact positioning of the Republic of Belarus;

cartographical ensuring navigation, including creation and updating of the state navigation charts;

forming and updating of sets of the spatial data included in the list of obligatory sets of spatial data by results of the geodetic and cartographical works of the state appointment specified in this subitem, creation, maintaining and (or) upgrade of services for these sets, forming and updating of metadata about these sets of spatial data and services for them;

project development of technical regulatory legal acts in the field of geodetic and cartographic activities;

accomplishment of research, developmental, experienced and technological works and implementation of modern technologies for the directions specified in this subitem;

technological and material logistics of the geodetic and cartographical works of the state appointment specified in this subitem;

1.2. republican unitary enterprise "BELKARTOGRAFIYA":

designing, creation and the edition all-geographical (topographical, survey and topographical), thematic (political, administrative) and special (scientific and help) cards, plans and atlases in graphical, digital and other forms, and also their updating, reissuing, etc.;

designing, creation and the edition of educational cartographical editions, including education cartographical guidances (educational cards and atlases, contour maps, etc.), in graphical, digital and other forms, and also their updating, reissuing, etc.;

updating and reissuing of the National atlas of Belarus in graphical and digital forms;

creation and (or) maintaining (updating, operation), program and technical maintenance and upgrade of complexes of program technical means of the state geographical information systems and resources, including state satin information system "National Atlas of Belarus";

forming and updating of sets of the spatial data included in the list of obligatory sets of spatial data by results of the cartographical works of the state appointment specified in this subitem, creation, maintaining and (or) upgrade of services for these sets, forming and updating of metadata about these sets of spatial data and services for them;

project development of technical regulatory legal acts in the field of geodetic and cartographic activities;

accomplishment of research, developmental, experienced and technological works and implementation of modern technologies for the directions specified in this subitem;

technological and material logistics of the geodetic and cartographical works of the state appointment specified in this subitem;

1.3. republican unitary enterprise "BELGIPROZEM DESIGN INSTITUTE" and its affiliated enterprises, except for republican affiliated aero photogeodetic unitary enterprise "BELPSKHAGI":
