To provide to development department of industries of economy and monitoring of investment projects of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its placement on Internet resource of the Ministry of national economy of the Republic of Kazakhstan after day of its first official publication.
3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. This Technique of determination of limits of the state obligations of the construction projects "turnkey" of the Government of the Republic of Kazakhstan and local executive bodies (further - the Technique) is developed according to Item 2 of Article 147-1 of the Budget code of the Republic of Kazakhstan for the purpose of determination of the mechanism of their calculation.
2. In this Technique the following basic concepts are used:
1) the state obligations according to the construction projects "turnkey" - set of the rights and obligations of the customer and supplier on the amount allocated from the budget, for certain date of the financial liabilities assumed and not fulfilled by the customer under the signed agreements of "turnkey" construction which is approved by the Republican budget commission or the budget commission of local executive body;
2) limits of the state obligations of the construction projects "turnkey" - value for the corresponding financial year which sets limits of adoption of the state obligations of the construction projects "turnkey", taking into account annual payments of outstanding state obligations according to the construction projects "turnkey".
3. Adoption by the Government of the Republic of Kazakhstan of the state obligations according to the construction projects "turnkey", is limited to the limit set by the law on the republican budget for the corresponding financial year.
4. The limit of the state obligations of the construction projects "turnkey" of the Government of the Republic of Kazakhstan for the corresponding financial year is created by the central authorized body on the budget policy taking into account the income of the republican budget and is the limiting restriction which is annually submitted for approval within the law on the republican budget for the corresponding financial year.
5. The limit of the state obligations of the construction projects "turnkey" of the Government of the Republic of Kazakhstan is set on the following formula:
Lgo = Binc * 0,10, where:
Lgo - limit of the state obligations of the construction projects "turnkey" of the Government of the Republic of Kazakhstan for the corresponding financial year consisting of the amount of limit of acceptance and the assumed and outstanding state obligations according to the construction projects "turnkey" of the Government of the Republic of Kazakhstan;
Binc - the income of the republican budget;
The limit of adoption of the state obligations of the construction projects "turnkey" for the corresponding financial year is made on the following formula:
Lfree = Lgo - Lact, where:
Lfree - limit of adoption of the state obligations of the construction projects "turnkey" of the Government of the Republic of Kazakhstan for the corresponding financial year;
Lact - the assumed and outstanding state obligations according to the construction projects "turnkey" of the Government of the Republic of Kazakhstan for the beginning of the corresponding financial year.
6. In case of need, refining of limit of the state obligations of the construction projects "turnkey" of the Government of the Republic of Kazakhstan is made when refining the republican budget within the corresponding financial year.
7. Adoption of the state obligations by local executive body according to the construction projects "turnkey" is limited to the set limit of the state obligations of the construction projects "turnkey" of the relevant local executive body.
8. The limit of the state obligations of the construction projects "turnkey" of local executive bodies is created by authorized body on the budget policy taking into account budget receipt of area, city budgets of republican value, the capital and is the limiting restriction which is annually submitted for approval within the law on the republican budget for the corresponding financial year.
9. The limit of the state obligations of the construction projects "turnkey" of local executive bodies is created proceeding from the budget receipts of local executive body of area, city of republican value, the capital corresponding to amount of tax and non-tax revenues and sales proceeds of fixed capital taking into account transfers of general nature.
10. The limit of the state obligations of the construction projects "turnkey" of local executive bodies is set according to the following calculation:
