About measures for realization of reforms in system of professional education
For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of October 23, 2025 with No. UP-190 "About Measures for Increase in Management Efficiency in System of Professional Education", improvement of quality of training in professional education, strengthenings of material and technical resources, cooperation increase with employers and consecutive realization of the reforms directed to increase in prestige of professional education in society I decide:
1. Determine the main target indicators of reforming of system of professional education till 2030:
(a) finishing number of technical schools in which the international and joint educational programs, minimum to 250 are implemented;
(b) finishing scope of graduates of the 9th classes professional education from the acting 29 percent to 50 percent;
(c) finishing share of dual education in system of professional education from the acting 9 percent to 40 percent;
(d) bringing share of the training officers having the professional certificate to 30 percent;
(e) finishing number of the teachers participating in programs for advanced training and passing of training abroad with 100 to 2 500.
2. Determine that since 2026/2027 academic years the following procedure for professional orientation of youth takes root:
(a) on the basis of the Professions around Us program at children from 5 years in the preschool educational organizations initial idea of different professions by means of games will be created;
(b) on the basis of the Alphabet of Professions program pupils 1 - the 4th classes of the general average educational organizations will be given concepts about value of different professions and to develop at them initial professional interest;
(c) on the basis of the World of Professions program at pupils 5 - the 6th classes will develop interest in spheres of professional activity and work and the base for preparation for choice of profession in the future will be created;
(d) on the basis of the My Future Profession program at pupils 7 - the 9th classes professional interest, capabilities and talent will be determined, work on their orientation to the academic education or professions will be organized. At the same time:
(i) more complete information about professions by means of display of videos, holding excursions to the companies and meetings with owners of professions will be provided to pupils;
(ii) jointly with school psychologists at pupils since the 7th class interest in profession on the basis of their hobbies, capabilities, personal qualities and temperament will be determined;
(iii) on the basis of data on interest of pupils in profession the personal recommendation about professional orientation and this question will be developed for each of them it will be discussed with parents of pupils;
(iv) since 2028 the direction in technical school will be performed by results of the examinations held upon termination of the 9th class;
(e) pupils of the 10th classes of schools are allowed to be transferred to study in technical schools.
3. Annually since 2026 it is wide to celebrate on May 5 as Day of professions and work, and also in its framework on system basis to hold the events directed to increase in attractiveness of professions and promoting of professional education among the public, especially to youth.
4. Establish procedure for advanced training of teachers of technical schools according to which:
(a) teachers of general education disciplines improve skills at National institute of pedagogical skill of A. Avloni and the regional centers of pedagogical skill;
(b) teachers of special disciplines improve skills in the leading highest educational organizations. At the same time the plan of advanced training affirms the Agency of professional education (further - the Agency) proceeding from opportunities and the capacity of the highest educational organization;
(c) training officers improve skills in territorial advanced technical schools of professional skill and in the organizations having the right to conducting in accordance with the established procedure activities for advanced training for the respective spheres;
(d) annually on 50 training officers, teachers of the general education and special disciplines which showed the best result in the course of advanced training go abroad for advanced training by fund of development of professional education.
5. Establish procedure for increase in efficiency of forming of practical skills of pupils according to which at the expense of means of the Government budget:
(a) in limiting technical schools the standard rate of ratio of number of pupils to one training officer is established in proportion 1:20. At the same time this system takes root:
(i) in 2026/2027 academic year in 50 technical schools chosen by the Agency;
(ii) in 2027/2028 academic year in all other technical schools;
(b) since January 1, 2026 when calculating the salary fund allocated for established posts of the training officer, the base wage rate of the training officer is accepted in the amount of, equal to base wage rate of the teacher of the first qualification category of the general average educational organization;
(c) the director of technical school within the salary fund allocated for established posts of the training officer is granted the right:
(i) approve quantity of established posts of training officers;
(ii) taking into account the operating work market situation independently to determine monthly allowances and surcharges from base wage rate of the teacher of the first qualification category of the general average educational organization. At the same time it is allowed to determine the size of the monthly salary of each worker to the 15-fold minimum wage.
6. Determine that:
(a) since 2028 quality of programs of professional education is annually studied by the National agency of quality assurance of education by selection method in the following procedure:
(i) holding polls among the employers studying technical schools and their parents, and also pedagogical workers;
(ii) carrying out the analysis of results of the state accreditation which is carried out on the basis of acts of the legislation;
(iii) studying of compliance of education programs to requirements of the domestic and foreign market of work;
(b) activities of Institute of development of professional education (further - Institute) are transformed on the basis of the best practices of the states with the developed system of professional education. At the same time:
(i) step by step all programs of professional education are developed again on the basis of international standards;
(ii) educational contents (education guidances, digital educational resources, didactic materials) are created on the basis of updated programs;
(iii) at Institute the position of the adviser to the director of ensuring content of education to which the foreign specialist is attracted is entered;
