About measures for increase in management efficiency in system of professional education

For the purpose of forming of practical skills, modern competences and professional culture at youth, I decide increases in efficiency of professional orientation of pupils of the general average educational organizations, and also complete involvement of opportunities of the country in the field of human capital by reforming of management of system of professional education:

I. Main objective

1. Determine that main objective of adoption of this Decree is training in professions, effective implementation of the best foreign practices and training of the highly qualified specialists conforming to international standards on the basis of single approach by enhancement of management in system of professional education and training in professions.

II. Enhancement of public administration in the field of professional education

2. Form the Agency of professional education under the Ministry of the higher education, science and innovations (further - the Agency), responsible for coordination of organization activity of professional education (further - technical schools) and management of the sphere of professional education.

3. Determine the extreme number of staff of managerial personnel of central office of the Agency in number of 70 units, and also forming of these established posts for the account:

(a) 30 established posts of system of the Ministry of the higher education, science and innovations;

(b) 25 established posts of system of the Ministry of preschool and school education;

(c) 15 established posts of the Center of professional skills under the Ministry of employment and reducing poverty.

4. Determine that:

(a) The agency determines requirements imposed to contents of programs of professional education, skill levels appropriated on them, the minimum terms of training, criteria for evaluation of knowledge of graduates, and also educational methodically providing obligatory for all organizations of professional education regardless of patterns of ownership;

(b) to graduates of the technical schools and training courses which organized activities for professional education on the basis of the state educational standards, the Agency issues the document (the diploma, the certificate) of the state sample;

(c) for the Agency:

(i) The ministry of employment and reducing poverty provides orders for training in professions of persons which are not covered by "voucher" system. At the same time the expenses connected with training of citizens on the basis of "voucher" system and orders are financed by the State fund of assistance of employment;

(ii) The agency of migration provides orders for training in professions and specialties, and also foreign languages proceeding from manpower requirement of foreign employers. At the same time the means necessary for training and enhancement of material and technical resources of technical schools, are financed by Fund of migration;

(iii) training process to professions according to the orders provided by the Ministry of employment and reducing poverty, and also the Agency of migration will be organized proceeding from the available opportunities of technical schools in a month;

(d) direct placement in the state technical schools and financing of orders for training in professions is allowed to state bodies and the organizations. At the same time:

(i) the means paid by orders are transferred into the off-budget settlement account of technical schools;

(ii) the state technical schools determine the cost of educational services proceeding from market conditions and involve specialists on the basis of direct agreements.

5. Determine that since 2026 annually to Fund developments of professional education for strengthening of material and technical resources of technical schools and from the republican budget are allocated funds in the amount of 600 billion sum for other actions connected with development of professional education. At the same time funds in the amount of 100 billion sum are transferred at the expense of the transfers allocated to the State fund of assistance of employment.

6. Create regional councils of entrepreneurs on development of professional education under the chairmanship of the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent. At the same time:

(a) the structure of council affirms the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokimama of areas and the city of Tashkent, its structure joins the large subjects of entrepreneurship, the organization and company which are employers in the region and also heads of regional divisions of the ministries and departments;

(b) to determine the main objectives of council:

(i) determination of need of the region for personnel of average link, organization of the international educational programs, practice of pupils and dual education;

(ii) development of offers on employment of graduates, change of profile of technical schools and enhancement of contents of educational programs.

7. Establish procedure according to which the system of employment of persons having the diploma (the qualification certificate) corresponding to the skill level determined for professions and positions in the National qualifier of occupations takes root at the following stages:

(a) since January 1, 2027 - by professions and positions in spheres of tourism, cosmetology and public catering in the cities of Namangan, Samarkand and Tashkent;

(b) since June 1, 2027 - by professions and positions in the field of construction in the cities of Namangan, Samarkand and Tashkent;

(c) since January 1, 2028 - by all professions and positions in the territory of all republic.

At the same time the skills acquired on the basis of informal and informalny education, and also practical experience are recognized by assessment assessment centers of qualification.

III. Organization, providing and control of execution of the Decree

8. Approve:

(a) The main objectives of the Agency of professional education according to appendix No. 1 *;

(b) Organizational structure of the Agency of professional education according to appendix No. 2 *;

(c) The list of the structures transferred from system of the Ministry of the higher education, science and innovations to system of the Agency of professional education according to appendix No. 3 *;

() the List of the technical schools reorganized by way of transfer to system of the Agency of professional education according to appendix No. 4 *;

(e) The list of the assessment centers of qualification created in system of the Ministry of employment and reducing poverty according to appendix No. 5 *;

(g) Procedure for the organization of activities of the Agency of professional education according to appendix No. 6 *;

(h) Structure and the main objectives of National council on development of system of professional education according to appendices No. No. 7-8*.
