About measures for increase in system effectiveness of work with youth in махаллях

For the purpose of increase in system effectiveness of work with youth, including activities of leaders of youth in махаллях, according to the priority tasks determined within Strategy "Uzbekistan - 2030" and meeting of the President of the Republic of Uzbekistan with youth held on June 30 the current year, I decide:

I. Purposes

1. Determine main objectives of enhancement of system of work with youth in махаллях:

(a) increase in efficiency of activities of leaders of youth by individual and address work with youth problems;

(b) providing the introduction of youth on the labor market as competitive personnel by timely detection of its professional interests;

(c) implementation at the level waved fight against the ideological threats making different negative impacts on consciousness of youth by strengthening of its ideological immunity;

(d) increase in efficiency of the manpower involved in forming of the database about social position of youth by digitalization of processes of collection, the analysis and permanent updating of data concerning youth.

II. Main objectives of system of work with youth

(c) rendering assistance of employment by strengthening of entrepreneurial skills at the youth entering on the labor market, and strengthenings of sense of responsibility at it for the destiny;

(d) ensuring realization of the principle of social partnership in case of assistance to the youth included in "Youth notebook".

Assignment on leaders of youth of other tasks and orders which are not connected with the main objectives provided in this Item is forbidden.

4. Implement the following system of cooperation between "the makhallinsky seven" and educational institutions on support of youth, including pupils of graduation classes of comprehensive schools:

(a) associate directors of schools on spiritual and educational work monthly in cooperation with class teachers and school psychologists reveal among pupils and pupils of graduation classes in which behavior certain difficulties are observed, the pupils who showed interest to study additional objects, foreign languages and to master professions, to do sports and labor activity. (b) leaders of youth:

(ii) determine for pupils in whose behavior certain difficulties, the directions of individual development, proceeding from their interests and requirements are observed;

(iii) in cooperation with mentors, professionals and entrepreneurs in the territory waved will organize system of mentorship for pupils;

(iv) direct pupils in whose behavior certain difficulties, in circles of the public and non-state educational institutions are observed;

(c) assistants to hokim direct pupils of the schools which showed willingness to perform labor activity, on the relevant companies located in the territory waved, render assistance in development of professions and employment in the future, to providing with necessary means for establishing business activity;

(d) chairmen of makhally:

(i) establish permanent dialogue with parents of pupils in whose behavior certain difficulties are observed, and perform measures for increase in their responsibility;

(ii) provide to parents recommendations about education of children, their spiritual and moral support and elimination of problems in behavior;

(iii) carry out permanent dialogue with youth, study its professional interests, instruct in the course of entry into the market of work as competitive personnel;

(iv) send jobless youth to experienced entrepreneurs in the makhall for training in professions, proceeding from interests, watch its professional growth and render assistance to the beginning of independent business activity;

(v) develop initiatives of creation of necessary conditions for studying by youth of disciplines, development of information technologies, readings books and sports.

Expenses on the measures provided by this Item if necessary are performed in accordance with the established procedure at the expense of funds of "Youth notebook" and additional sources of local budgets.

III. Increase in level of digitalization of process of work with youth in махаллях

5. To agency on cases of youth till February 1, 2026 to create based on the electronic platforms "Youth Notebook" and "Youth Portal" the information system "Single Electronic Platform of Youth" (further - the Single electronic platform of youth) with the following opportunities:

(a) forming of "Balance of youth" on the basis of data concerning demographic and social position of youth, its employment, education;

(b) efficiency evaluation of the state youth policy and determination of its results;

(c) holding sociological polls on detection of interests of youth, carrying out the automatic analysis of their results;

(d) issue of information on the available privileges, preferences and opportunities for youth;

(e) storage of digital traces of surveys conducted on personal data.

Determine Agency on cases of youth by the customer of the Single electronic platform of youth.

6. To the ministries and departments according to appendix No. 1 * to this Decree:
