ORDER OF THE GOVERNMENT OF THE REPUBLIC OF MOLDOVA

About approval of the Program of increase in competitiveness of local producers and their integration into global chains of value added

(as amended of the Order of the Government of the Republic of Moldova of 02.07.2025 No. 422)

Based on articles 9 and 11 of the Law No. 179/2016 on the small and medium companies (The official monitor of the Republic of Moldova, 2016, Art. No. 306-313, 651), with subsequent changes, DECIDES: the Government

1. Approve:

1.1. The program of increase in competitiveness of local producers and their integration into global chains of value added according to appendix No. 1;

1.2. The plan of implementation of actions of the Program of increase in competitiveness of local producers and their integration into global chains of value added according to appendix No. 2.

2. Charge program implementation of increase in competitiveness of local producers and their integration into global chains of value added on Public organization "Organization for Development of Entrepreneurship".

3. To public organization "Organization for Development of Entrepreneurship" within 30 days from the effective date of this resolution to develop and approve the operational management necessary for program implementation of increase in competitiveness of local producers and their integration into global chains of value added in which stages and procedure for its realization will be established, and also to provide publication of operational management and management on participation in the specified Program on the official website of organization.

4. Perform financing of the actions provided in the Program of increase in competitiveness of local producers and their integration into global chains of value added for the account and within the financial resources provided in the government budget (general resources and resources of the projects financed from external sources).

5. Cover administrative expenses on implementation of the investment projects financed by the government budget (resources of the projects financed from the external sources), by the government budget (general resources), but within no more than 10% of cost approved and the executed investment projects.

6. Actions for financing within the Program of increase in competitiveness of local producers and their integration into global chains of value added represent the scheme of the little significant help and fall under action of provisions of the Law No. 139/2012 on government assistance and the Regulations on the little significant help approved by Competition council with the exceptions established in Regulations on the little significant help.

6-1. Actions for financing within the Program of increase in competitiveness of local producers and their integration into the global chains of value added provided to the companies performing activities for conversion and sale of agrofood products are performed within the available budget of the Program.

7. Impose control over the implementation of this resolution on the Ministry of Economic Development and digitalizations.

8. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Program of increase in competitiveness of local producers and their integration into global chains of value added

Chapter I. General provisions

1. The program of increase in competitiveness of local producers and their integration into global chains of value added (further – the Program) is directed to assistance to sustained economic growth by increase in product competitiveness and services of the small and medium companies of the Republic of Moldova.

2. The general purpose of this Program consists in increase in capability of the companies effectively to compete and get steady competitive advantages both on national, and on international the markets.

3. This Program provides the following specific purposes:

3.1. development of entrepreneurial skills in such areas as management, business planning, marketing (including identification/creation, protection and acquisition of intellectual property items), digitalization, quality management, logistics, financial management etc., through the organization of specialized trainings / seminars / actions for the purpose of satisfaction of specific needs of beneficiaries;

3.2. assistance to access to services in business development by means of provision of grants on services in business development in such areas as management, marketing (including identification/creation, protection and acquisition of intellectual property items), business planning, digitalization, quality management, logistics and financial management;

3.3. assistance to entry into the new markets and/or to expansion in the existing markets through joint financing of expenses on such actions, as holding marketing campaigns, production of promotional materials and packaging, organization/optimization of logistics and processes, digitalization and implementation of innovations in products or production processes, quality management, electronic commerce etc.

4. For the purposes of this Program the following basic concepts are used:

4.1. the buyer (buyer) – the subject acquiring the goods or services necessary for value added chains, and also coordinating their deliveries by means of establishment of quality requirements, to costs and delivery dates;

4.2. the company aggregator – the company collecting and centralizing goods or services from different sources for the purpose of their provision to buyers and/or consumers in one place. Such company mediates between producers/service providers, buyers and consumers, offering centralized platform for search, comparison and acquisition of different goods or services;

4.3. the company managed by women – the company in which activities for management and business development are performed by women for the purpose of profit earning;

4.4. the rural company – the company performing the activities in villages and communes, and also in the cities with the population to 10 000 inhabitants having resident status according to the last conducted population census and dwellings;

4.5. the social company – the company created by public associations, funds, the religious organizations, private institutions and/or physical persons which performs activities in the field of social entrepreneurship for the purpose of the solution of social problems for the benefit of community and conforms to the requirements established in Chapter VI1 of the Law No. 845/1992 on entrepreneurship and the companies;
