About additional measures for the accelerated development of the industry in regions and to involvement of industrial enterprises to export

For the purpose of the accelerated development of the industry in regions, deep conversion of raw materials, production of competitive finished goods and further increase in the export potential of industrial enterprises, and also realization of the industrial policy directed to support of domestic enterprises, I decide:

I. Main objectives

1. Determine the main target indicators of development of the industry in regions in 2025-2026:

(a) bringing share of the regional industry in the industry of the republic to 45 percent;

(b) attraction by project offices on the accelerated development of the industry to export activities in total 100 companies in the areas attached to them which did not export the products earlier, and also transformation of data of the companies to the export companies;

(c) increase in production of industrial output in addition for 5 percent by determination and the direction by regional industrial staffs of additional reserves in each area and the city;

(d) bringing share of technological products in the industry to 25 percent and creation of more 3,5 thousand new workplaces by implementation of 34 high-technology industrial projects in regions;

(e) development in each area and the city to 5 of "growth points" of the industry;

(g) the operational solution of system problems of republican level of industrial enterprises on the basis of the principle "the republic - the area - the area".

2. Approve developed by the Ministry of Economics and finance together with regional industrial staffs:

(a) The target indicators of growth rates of production of industrial output reached by regions in 2025-2026 according to appendix No. 1 *;

(b) Summary indicators of microprograms on 316 projects realized in areas and the cities in 2025-2026 in the direction of production of industrial output according to appendix No. 2 *;

(c) The address list of 34 new high-technology industrial projects realized in 2025-2026 according to appendix No. 3*.

3. To the Ministry of Economics and finance in a month:

(a) to approve target indicators for 2026 by the cities and areas according to appendix No. 1 * to this resolution and to exercise control of their execution;

(b) to approve the address list of projects on the basis of summary indicators of microprograms according to appendix No. 2 * to this resolution and to exercise control of their execution.

II. State support of industrial enterprises

4. Establish procedure according to which since January 1, 2026 till January 1, 2028:

(a) part of expenses of domestic industrial enterprises, according to appendix No. 4 * to this resolution, connected with transportation and food of workers, in the amount up to one basic settlement size a month on each worker provided that the average salary of employees of these companies constitutes at least two minimum wages monthly, is expelled from base of the social tax;

(b) to the companies extracting plaster raw materials for own needs and making from it ready construction materials, the tax rate established for use of natural resources for gypsum production is applied in the amount of 50 percent.

5. Agree with the offer of the Ministry of Economics and finance, Committee on development of the competition and consumer protection on decrease by 25 percent of the requirement of realization through the exchange biddings at least 50 percent of the cement made by all manufacturing companies of cement.

6. The medicines made by domestic manufacturers, products of medical appointment and the medical equipment included in the State register of the medicines, products of medical appointment and medical equipment allowed for use in medical practice to recognize as the domestic goods which are directly made in the territory of the Republic of Uzbekistan.

7. Establish since November 1, 2025 procedure according to which expenses in the directions compensated in accordance with the established procedure from Fund of assistance to trade are not allowed to be financed by fund of support of industries of Chamber of Commerce and Industry. At the same time the saved fund of support of industries is allocated for covering of the following expenses:

(a) 50 percent of expenses on involvement of the foreign consulting companies to development of strategies of development of the industry on specialization of 4 regions annually on competitive basis, but in the part which is not exceeding the size in equivalent of 250 thousand US dollars on one region;

(b) 50 percent of expenses of the energy audit booked on energy saving on private industrial enterprises, but in the part which is not exceeding 100 million sum for one company;

(c) 100 percent of expenses on the organization of educational practical courses on implementation of modern controling mechanisms, including methodologies of proper assessment of reserves and increase in efficiency, but in the part which is not exceeding 20 million sum for one company.

III. Organization, providing and control of execution of the resolution

8. Assign to the First Deputy Chairman of the board of Ministers of the Republic of Karakalpakstan of financial and economic questions and reducing poverty - the Minister of Economy and Finance, first deputies of hokim of areas and the city of Tashkent on financial and economic questions and reducing poverty, and also on hokim of areas and the cities the personal responsibility for:

(a) achievement of the target indicators determined by this resolution, timely realization and start of the new high-technology drafts introduced to the microprogram;

(b) installation of system control of high-quality execution of these orders by regional industrial staffs, monthly entering of information into the Ministry of Economics and finance.

9. And finance (H. Mustafoyev) to provide to the Ministry of Economics carrying out in accordance with the established procedure monitoring of execution of the resolution. At the same time:

(a) To the Ministry of Economics and finance to carry out monitoring of execution of the resolution annually till February 15, and also to bring results of monitoring in Audit Chamber and the Ministry of Justice;

(b) To Audit Chamber together with the Ministry of Justice to establish control of goal achievement, provided in Item 1 of this resolution, and also to enter information in Presidential Administration annually till February 25;

(c) in case of removal from control in the Ijro.gov.uz system of execution of the resolution to take goal achievement into account, specified in Item 1 of this resolution.

10. To the Ministry of Economics and finance in two-month time to develop and bring in accordance with the established procedure in the Cabinet of Ministers:

(a) the bill on entering of corresponding changes and amendments into the Tax code concerning the procedure provided in the subitem "an" of item 4 of this resolution;
