About organizational measures for further enhancement of activities of bodies for emergency situations

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of October 20, 2025 with No. UP-185 "About Raising on Qualitatively New Level of the Sphere of Reliable Protection of the Population and the Territories from Emergency Situations", and also further enhancement of activities of bodies for emergency situations on the basis of modern requirements I decide:

I. Measures for organizational institutional reforming

1. For the purpose of implementation of single system of effective management and coordination of activities of adjacent industry services by enhancement of system and organizational structure of bodies for emergency situations within the total extreme number of staff and the salary fund of the Ministry of Emergency Situations:

(a) to create in structure of central office of the Ministry of Emergency Situations Department on prevention of emergency situations, Department on liquidations of emergency situations, Department on spiritual and educational work and staffing, and also Department on finance, material and engineering support;

(b) to enter the deputy minister's position on emergency situations on digitalization and ensuring cyber security;

(c) to transform managements on emergency situations of the city of Tashkent and Tashkent region to head departments on emergency situations of the city of Tashkent and Tashkent region respectively;

(d) to enter position of the inspector of the state supervision (main, senior, younger, leading) bodies for emergency situations (further - the state inspector) performing all supervising functions in the sphere of emergency situations on the basis of single procedure.

2. Determine that heads of department on emergency situations of the Republic of Karakalpakstan, head departments on emergency situations of the city of Tashkent and Tashkent region, managements of areas and departments (managements) of areas (cities) of position are deputy chiefs of civil protection - the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas, the city of Tashkent and areas (cities) respectively.

3. Approve Regulations on the Ministry of Emergency Situations of the Republic of Uzbekistan according to appendix No. 1*.

4. Determine that:

(a) powers of bodies of the state fire supervision are assigned to bodies for emergency situations and the Ministry of Emergency Situations is single republican executive body on law-enforcement practice in the field;

(b) following:

(i) the First Deputy Minister of Emergency Situations is the head of the department of liquidation of emergency situations and the head of the Republican headquarters of liquidation of emergency situations;

(ii) the head of the department of prevention of emergency situations of the status is the Chief state inspector of the Republic of Uzbekistan on protection against emergency situations;

(iii) The chief state inspector of the Republic of Uzbekistan on protection against emergency situations, his deputies, and also the state inspectors are officials, representatives to consider cases on administrative offenses and to apply administrative punishments for violations of the law in the field of protection of the population and the territories against emergency situations of natural and technogenic nature, ensuring civil protection and fire safety.

II. The organization of address preventive actions in makhallyakh

For the purpose of the address organization and effective performing prevention of emergency situations in makhallyakh under the motto "Let's Turn Ours Makhallyu into the Territory Protected from Emergency Situations" to implement the following organizational mechanisms on the basis of the principle "prevention - protection":

(a) carrying out studying of risk of emergence of emergency situations in makhallyakh with departure on places on the basis of scientific and technical approach and separation of each of them into categories "red", "yellow" and "green" according to risk indicators;

(b) plan development of preventive measures by regions, areas (cities) and makhally, the risk indicators directed to decrease by regular podomovy studying and elimination of problems in makhallyakh with high risk ("red" and "yellow" categories) of emergence of emergency situations;

(c) the organization of address complex preventive actions with representatives of "the makhallinsky seven" and activists waved by fixing of leading employees of district (city) divisions on emergency situations, the state inspectors first of all for makhallyam of "red" and "yellow" categories;

(d) distribution of the state inspectors by the exterritorial principle for holding preventive actions within territorial unit proceeding from risk levels of makhally;

(h) coordination of measures for the prevention of emergency situations and other technical and preventive actions in housing stock and on other supervising objects in makhallyakh, establishment of efficient state control of their effectiveness and introduction of procedure for encouragement of responsible persons and representatives of the public for their activity;

(i) carrying out on system basis of educational and practical and complex propaganda and preventive actions in the field of civil protection with all segments of the population, including collectives of the social, production sphere and service industry;

(j) holding the address preventive actions aimed at safety of the population and preserving its property within the existing acts of the legislation on objects of forest fund - in predsezonye and during season, in cotton and textile clusters, on construction objects and in large shopping centers.

III. Adjustment of effective technical and preventive actions in makhallyakh

6. Agree with the following offers of the Ministry of Emergency Situations, the Department of Energy, the Ministry of Justice, Association makhally Uzbekistan, providing:

(a) provision to the Ministry of Emergency Situations:

(i) powers perform paid maintenance on contractual basis of gas stoves, heating coppers, chimneys (fireproof and trubo-oven) and systems of ventilation in apartment houses of the population and on objects of servicing for the purpose of prevention of such accidents, as poisoning with carbon monoxide and flashes of air-gas mix in apartment houses of the population;

(ii) the rights to attract on the basis of the civil agreement of the qualified specialists having at the sufficient level knowledge and work experience of provision of services;
