About raising on qualitatively new level of the sphere of reliable protection of the population and the territories from emergency situations

For the purpose of adjustment on the basis of scientific and technical approaches of new mechanisms of effective prevention and the state control in the field of reliable protection of the population and the territories of the republic against emergency situations taking into account the best foreign practices, and also creation of national practice on implementation of modern digital decisions in industry I decide:

I. Priority directions

1. Determine the priority directions of reforms by raising on qualitatively new level of the sphere of reliable protection of the population and the territories from emergency situations:

(a) creation and effective implementation at the level of makhally prevention of comprehensive mechanisms by acceptance of activities for the early prevention of emergency situations and to decrease in their effects in the territories as priority task;

(b) development and deployment in practice of actions in the conditions of emergency situations of new standards and techniques according to the prevention of emergency situations, risk management and timely elimination of technogenic accidents on objects of power, large-scale production, construction and rendering services;

(c) review of requirements and regulations of forms of the state control in the field of emergency situations according to modern requirements and determination of system of complex measures for transformation of mechanisms of their realization;

(d) widespread introduction of artificial intelligence, robotics and modern digital technologies to the sphere of prevention of threats of emergency situations, consolidation of information systems of the bodies and organizations responsible for the prevention of these situations, in single technological framework;

(e) creation of the complete and continuous training system based on dual education on target preparation, retraining and advanced training of personnel and heads of all links of bodies for emergency situations, and also implementation in this process of the advanced pedagogical training methods;

(g) the organization of address scientific and innovative and experienced and research works in the field of monitoring and forecasting of emergency situations, and also protection of the population and the territories against threats of natural disasters, technogenic accidents and the fires.

II. Organizational bases of reforming of industry

2. Approve:

(a) The concept of development of system of protection of the population and the territories from emergency situations (further - the Concept) according to appendix No. 1 *;

(b) The program of complex measures for cardinal enhancement of the sphere of protection against emergency situations for 2025 - 2027 (further - the Comprehensive program) according to appendix No. 2 *;

(c) The list of the worker of the commission on program implementation of complex measures for cardinal enhancement of the sphere of protection against emergency situations for 2025 - 2027 (further - the Working commission) according to appendix No. 3*.

3. Determine the Ministry of Emergency Situations the working body of the Working commission responsible for the organization of its activities and control of execution of decisions.

Working commission (A. Zh. Ramatov):

(a) to exercise constant control behind timely accomplishment of the measures provided by the Comprehensive program and quarterly critically to discuss its results;

(b) to provide involvement of skilled foreign experts in accordance with the established procedure when implementing organizational measures in the course of ensuring protection of the population and the territories from emergency situations, and also fire safety.

4. Establish since January 1, 2026 procedure according to which:

(a) The Jokargi Kenes of the Republic of Karakalpakstan, kengasha of People's Deputies of areas and city of Tashkent two times a year hear reports according to the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent on condition of works on the prevention and liquidation of emergency situations in the regions;

(b) district (city) kengash of People's Deputies quarterly hear reports of hokim of areas (cities) on the done work on the prevention of emergency situations in the territories;

(c) in the course of the reporting the territorial commissions on the prevention and liquidation of emergency situations critically discuss execution of the tasks assigned to heads and make offers on acceptance of adequate measures concerning the heads who allowed irresponsibility.

III. Optimization of duplicative functions in management of the sphere

5. Transfer from structure of the Ministry of Emergency Situations to the Agency of hydrometeorological service under the Ministry of ecology, environmental protection and climate change Service on management of impacts to hydrometeorological processes, including all its established posts, financial and material and technical resources, buildings and constructions in regions with preserving the available sources and procedure for financing.

6. Delegate powers of the Ministry of Emergency Situations on registration (removal from accounting), re-registrations of small size vessels, issue of the ticket of courts, numbers of board, the certificate (duplicate) of the driver of vessels, to carrying out initial and annual (repeated) technical inspection of courts (including 6 established posts of employees) Inspectorate for supervision in the field of transport under the Ministry of transport.

IV. Social protection of personnel

7. Since November 1, 2025 in case of award of pension on age on favorable terms to the staff serving in system of the Ministry of Emergency Situations based on the employment contract:

(a) to consider activities of the serving rescue divisions of the Ministry of Emergency Situations and divisions of professional fire safety of the system of the Ministry of Internal Affairs during 2014 - 2024 connected with rescue operations and suppression of the fires last certification under the terms of work;

(b) length of service of the serving divisions of professional fire safety of system of the Ministry of Internal Affairs which labor activity is connected with rescue operations and works on suppression of the fires till January 1, 2020 to equate to length of service in the status of the rescuer.

V. Financial resources

8. Determine that since November 1, 2025 when financing expenses and forming off-budget fund of the Ministry of Emergency Situations of 100 percent of the amount of the penalties applied for violation of requirements of fire safety go to off-budget fund of the Ministry of Emergency Situations.

VI. Organization, providing and control of execution of the Decree

9. Make changes and additions to some acts of the President of the Republic of Uzbekistan according to appendix No. 4*.
