In recent years in the country the package of measures for development of civil society, support of activities of non-state non-profit organizations, creating favorable conditions for their effective functioning, on increase in their role in system of the public and public administration, and also on enhancement of public control and social partnership was performed.

At the same time, there is need for strengthening of public control for the social and economic sphere, strengthening of guarantees of freedom of activities of non-state non-profit organizations and exact determination of procedure for collection of charitable gifts.

This Law in the Code of the Republic of Uzbekistan on the administrative responsibility brings responsibility for illegal intervention in activities of non-state non-profit organizations, not consideration of the resulting document constituted by results of implementation of public control, violation of requirements of the legislation on charity is also reviewed responsibility for violation of procedure of activities of non-state non-profit organizations.

The changes and additions directed to enhancement of system of the state support of institutes of civil society are made to the laws of the Republic of Uzbekistan "About social partnership" and "About guarantees of activities of non-state non-profit organizations". Also, new procedures for granting by state bodies of the state social orders directly to institutes of civil society are determined.

Obligations of non-profit organizations in some laws of the Republic of Uzbekistan, the basis for refusal by it in state registration are reviewed, the amount of the state tax for re-registration is specified, and also the charity procedure is specified.

Changes and additions which provide strengthening of requirements to the founder of public fund, refining of conditions and procedure for state registration of public fund, further liberalization of use of property of public fund are made to the Law of the Republic of Uzbekistan "About public funds".

It is determined that for the public fund which did not have turnover of money on bank accounts within one calendar year, audit inspection of its activities for the specified year will be carried out in voluntary procedure.

This law serves further enhancement of system of the state support of institutes of civil society, increase in its efficiency, development of social partnership, elimination of excessive bureaucratic requirements in activities of public funds, and also to ensuring transparency of activities of charitable organizations.
