About application of anti-dumping measure by means of introduction of anti-dumping duty concerning the aluminum foil coming from People's Republic of China and imported on customs area of the Eurasian Economic Union

According to Item 107 of the Protocol on application of special protective, anti-dumping and countervailing measures in relation to the third countries () (further – the Protocol) and based on the report of Department of protection of the domestic market of the Eurasian economic commission the Board of the Eurasian economic commission SOLVED appendix No. 8 to the Agreement on the Eurasian Economic Union of May 29, 2014:

1. It is at least apply anti-dumping measure by means of introduction of anti-dumping duty in sizes according to appendix No. 1 concerning imported on customs area of the Eurasian Economic Union (further – the Union) aluminum foil thickness of mm 0,0046, but no more 0,2 of mm, at least 20 mm wide, but no more than 1616 mm, more than 150 meters long, in rolls, with basis or without basis, with covering or without covering (except for kinds of the aluminum foil according to the list according to appendix No. 2) coming from People's Republic of China and classified by codes 7607 11 110 9, 7607 11 190 9, 7607 11 900 0, 7607 19 100 0, 7607 19 900 9, 7607 20 100 0 and 7607 20 900 0 CN FEA EEU (further – aluminum foil), having established effective period of this anti-dumping measure of 5 years.

2. Approve accepted by Xiamen Xiashun Aluminium Foil Co producer., Ltd. price obligations (date and the room of registration in the Eurasian economic commission of the letter to which obligations are provided: On September 26, 2025 No. DZVR-293konf/AD-39).

3. Determine that the anti-dumping duty provided by this Decision is not levied concerning the aluminum foil made by Xiamen Xiashun Aluminium Foil Co producer., Ltd., in the presence at the customs applicant of such goods on registration date of the declaration on goods of the manufacturer's certificate of origin in form according to appendix No. 3, the specified producer signed by the authorized employee and such producer assured by seal, and in case of the statement of data on such certificate in the declaration on goods.

4. To department of protection of the domestic market of the Eurasian economic commission:

send to the state bodies of state members of the Union (further – state members) authorized in the field of customs affairs, specimen signatures of authorized employees and prints of seals of Xiamen Xiashun Aluminium Foil Co producer., Ltd.;

exercise control of execution of the price obligations approved by this Decision.

5. Determine that the anti-dumping duty provided by this Decision is not levied when importing to customs area of the Union of aluminum foil within annual amounts (outside price obligations) in the amount of 385 tons for the Republic of Belarus, goods, held for use in case of production, 500 tons in 2025, 1 000 tons in 2026, 1 300 tons in 2027, 1 500 tons in 2028, 1 650 tons in 2029 and 1 650 tons in 2030 for the Republic of Kazakhstan and 325 tons for the Kyrgyz Republic in the presence at the customs applicant on registration date of the declaration on goods of the document confirming purpose of aluminum foil, issued by authorized body of the executive authority of state member on which territory its import, and the containing data on quantity of imported goods is performed. Data on such document are subject to the statement in the declaration on goods.

6. To provide to the state bodies of state members authorized in the field of customs affairs collection of the anti-dumping duty provided by this Decision, being guided both by codes of the CN FEA EEU, and description of goods.

7. This Decision becomes effective after 30 calendar days from the date of its official publication.

1. The aluminum foil made from the aluminum which is not alloyed, having the characteristics provided by GOST 11069-2019 for the A99 brand.

2. The aluminum foil made from the aluminum alloy containing the elements given further in the following ratios: gland – 0,7 Mas. % or less; copper – 0,15 Mas. % or less; magnesium – 0,05 Mas. % or less; manganese – 1,4 Mas. % or more, but no more 1,8 Mas. %; silicon – 0,5 Mas. % or more, but no more than 1 Mas. %; zinc – 1,2 Mas. % or more, but no more 2,5 Mas. %; zirconium – 0,05 Mas. % or more, but no more 0,2 Mas. %; other elements (except aluminum) – taken separately – 0,05 Mas. % or less and taken together – 0,15 Mas. % or less; aluminum – the remained content Mas. %.
