About measures for further acceleration of process of digitalization and sustainable development of the water sphere

For the purpose of acceleration of works on digitalization of the water sphere, ensuring accounting of the available water resources and the electric power by means of digital technologies and increase in efficiency of their use, and also sustainable development of the sphere I decide:

I. Purposes

1. Determine main objectives of adoption of this Decree:

(a) establishing complete accounting of the water resources used in the republic, digitalization more than 400 data;

(b) forming in electronic format of data on over 600 thousand water consumers, 4,3 of one million hectares of the irrigated land and the water resources used for watering;

(c) reduction of human factor in the course of water accounting, creation of the database about water users and use of water resources in economy industries;

(d) sustainable development of the water sphere, widespread introduction of innovative and advanced technologies.

II. Further enhancement of procedure for water use

2. Determine that for the purpose of regulation of complete accounting of the water delivered to water users and also forming of tax base for use of water resources:

(a) consideration in ten-day time by the water user of the bilateral electronic act which is drawn up between the organization of supply of water and the water user who is the legal entity by means of the information system "Suv hisobi" of the Ministry of water economy, and confirmation in this information system in the absence of objections is obligatory. At the same time:

(i) if the water user does not confirm the act or does not place the proving document or information in information system in the presence with it objection, then the act is considered approved;

(ii) the organization of supply of water sends to the water user the electronic message (through the SMS message and mobile application) about creation of the bilateral electronic act;

(b) in the absence of means of accounting of water and (or) impossibility of determination of the actual amount of the used water with use of means of accounting of water scoping of the used water in the following procedure is allowed:

(i) by means of space monitoring based on amount of the water consumption determined on agricultural sowing lands within the state space monitoring of the Agency of space researches and technologies;

(ii) in the absence of possibility of determination within the state space monitoring of the Agency of space researches and technologies - according to standard rates of consumption of water resources by the types and the area of agricultural crops included in the Single integration platform "Digital Agricultural Industry";

(c) the amount of the used water is determined by Dehkan farms, and also the physical persons having the earth of agricultural purpose proceeding from regulations of watering of crops and green plantings.

3. To the ministry of water economy in a month:

(a) in coordination with the Ministry of Justice and Committee on development of the competition and consumer protection to approve standard form of the agreement on water consumption;

(b) to provide possibility of creation of the agreement on water consumption in the information system "Suv hisobi" on the basis of the standard agreement electronically.

Determine that under this agreement receipt of the legal conclusion is not required.

4. In three-months time to provide to the Ministry of Agriculture, the Ministry of water economy, the Ministry of digital technologies integration of the Single integration platform "Digital Agricultural Industry" of the Ministry of Agriculture with the information system "Suv hisobi", to organize automatic provision on permanent and non-paid basis of data on land, types and arrangement of crops (coordinates and numbers of contours) of producers of agricultural products.

5. Determine that the Ministries of water economy created on the basis of the request information systems, resources and software products, including the developed and enhanced by the operator systems information systems, resources and software products, are property of the Ministry of water economy and are registered in accordance with the established procedure as intellectual property.

III. Enhancement of organization activity of system of water economy

6. For the purpose of further acceleration of process of digitalization in the field of water economy to form in structure of the Ministry of water economy the Center of digitalization and monitoring of water economy in the form of public institution (further - the Center of digitalization) based on the Central dispatching office and water balance sheet service, and also to transfer the released established posts realized and the coordinated projects of the Central dispatching office and water balance sheet service which are available on its balance property and inventory items to the Center of digitalization.

Due to the formation of the Center of digitalization to abolish the Center of digitalization of water economy and to transfer its released established posts realized and the coordinated projects which are available on balance property and inventory items to the Center of digitalization.

Determine that the Center of digitalization consists of 31 established posts created at the expense of the established posts which are available in system of the Ministry of water economy.

7. Create in structure of the Ministry of water economy the Center of sustainable development in the water sphere in the form of public institution (further - the Center of development) and with respect thereto to abolish the Center of reforms in water economy, and also to transfer the released its 23 established posts realized and the coordinated projects which are available on balance property and inventory items to the Center of development.

8. Determine that:

(d) activities of the centers of digitalization and development are financed from the republican budget of the Republic of Uzbekistan;

(e) the payment procedure of work of employees of the Center of digitalization is determined according to the procedure applied to employees of the Central dispatching office and water balance sheet service;

(g) the payment procedure of work of employees of the Center of development is determined according to the procedure applied to employees of the Center of reforms in water economy;

(h) The center of development monthly enters in Administration of the President of the Republic of Uzbekistan information on condition of reforming of the sphere of water resources, the performed measures and factors interfering realization of reforms and also ways of their elimination.

9. Approve:

(a) The main objectives of the Center of digitalization and monitoring of water economy according to appendix No. 1;

(b) The main objectives of the Center of sustainable development of the water sphere according to appendix No. 2;
