About some measures for protection of atmospheric air

For the purpose of environment protection, according to article 40 of the Law of the Kyrgyz Republic "About environmental protection", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides providing the right of citizens to favorable ecological situation and improvements of quality of atmospheric air in Chuy Region and the city of Bishkek:

1. Establish import ban, sale, storage and use in the territory of Chuy Region and the city of Bishkek of loose coal by fraction of 0-13 mm, except for deliveries to the heatsupplying companies.

2. To Department of Energy of the Kyrgyz Republic, the Ministry of Internal Affairs of the Kyrgyz Republic, the Ministry of Transport and Communications of the Kyrgyz Republic, Service of ecological and technical supervision under the Ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic, to the plenipotentiary of the President of the Kyrgyz Republic in Chuy Region of the Kyrgyz Republic, city administration Bishkek, to Kyrgyzkomur open joint stock company and other coal-mining companies of the Kyrgyz Republic in case of realization of coal to provide strict observance of restrictions, the stipulated in Item 1 this resolution.

3. To the plenipotentiary of the President of the Kyrgyz Republic in Chuy Region of the Kyrgyz Republic and city administration Bishkek together with the Department of Energy of the Kyrgyz Republic, the coal-mining companies of the Kyrgyz Republic and suppliers of import coal to ensure smooth operation of enough Items of realization of the coal types permitted to use according to Item 1 of this resolution.

4. To provide to service of anti-monopoly regulation under the Ministry of Economy and Trade of the Kyrgyz Republic monitoring of the prices in Items of realization of coal and if necessary to take measures for non-admission of unreasonable increase in prices.

5. To the ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic, to the Department of Energy of the Kyrgyz Republic, Ministry of Internal Affairs of the Kyrgyz Republic, plenipotentiary of the President of the Kyrgyz Republic in Chuy Region of the Kyrgyz Republic and city administration Bishkek:

1) together with the Ministry of Culture, information and youth policy of the Kyrgyz Republic to organize information and explanatory work among the population about the taken measures through mass media;

2) within the powers to take the necessary measures following from this resolution.

6. Determine that the realization of this resolution is enabled within the means provided in the republican budget to the ministries and departments involved in its execution on corresponding and the next years.

7. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

8. This resolution becomes effective after fifteen days from the date of official publication.
