About environmental protection

The nature and its components are national property of the Kyrgyz Republic, one of major factors of its sustainable social and economic development.
This Law determines policy and governs legal relations in the field of environmental management and environmental protection in the Kyrgyz Republic.
In this Law the following basic concepts are used:
reproduction of natural resources - set of the scientific, organizational, economic and technical measures directed to completion and increase in natural resources or strengthening of useful properties of natural objects;
recovery of natural resources - organizational and technical, economic and other measures for completion of natural resources or strengthening of useful properties of the natural objects lost as a result of anthropogenous impact or forces majeure of the nature;
recovery of ozone-depleting substances - processing of the recuperated ozone-depleting substances by filtering, drying, distillation, chemical processing for the purpose of recovery of consumer properties of ozone-depleting substances;
harm to the environment - the negative changes in state of environment caused by activities of the person as a result of pollution of the circle, depletion of natural resources, damages, destructions of ecological systems of the nature creating real health hazard and human lives, to plant and animal life, material values;
emission, dumping of hazardous substances - exit to the external environment (in atmospheric air, in water objects, the earth) pollutants from any source of pollution;
fauna - the natural object (resource) including insects, reptiles, animals, birds, fishes and other animals who are in condition of natural freedom protected by the law, and performing ecological, economic and cultural and improving functions;
pollutants - substances which in case of hit to the environment in case of certain concentration create health hazard of the person, to condition of plant and animal life, material and cultural values;
zones protective (in the field of the environment) - part natural (land, water, nedrenny) spaces, allocated under the law with the mode of special protection for the purpose of the prevention from harmful effects of economic activity or forces majeure of the nature;
zones green - kind of protective zones, the part of land space occupied with forest, protective and greening vegetation, located around the cities, industrial centers, allocated under the law with the mode of special protection for the purpose of the prevention from harmful effects of economic activity on the habitat of the person;
resort areas - kind of protective zones, the part of land, water space including the territory of the resort, district of its sanitary protection, allocated under the law with the mode of special protection for the purpose of providing to the resort of the corresponding sanitary and hygienic, improving, recreational conditions;
zones medical and improving - see protective, resort, green, recreational areas;
conservation zones (in the field of environmental protection) - kind of protective zones, the part of space formed in the procedure established by the law for protection of the territory of reserves, national natural parks by introduction of certain restrictions in environmental management for the purpose of protection of reserved objects;
sanitary protection zones - the territories intended for providing required hygiene standards of content in ground layer of the atmosphere of pollutants, reduction of negative influence of the companies, transport communications, power lines on the surrounding population, factors of physical impact - noise, the increased level of vibration, infrasound, electromagnetic waves and static electricity;
zones recreational - the part of space of the environment used for rest and tourism including green, resort, medical and improving areas;
zones of emergency ecological situation - officially the part of the territory (the city, the area, the region) announced by the state on which signs of process of destruction of ecological systems of the nature, environmental pollution, depletion of water, land, vegetable and animal resources where the sharp increase in incidence and death rate exceeding many times over average values is established were accurately designated;
zones of ecological catastrophe - officially the parts of the territory (the city, the area, the region) announced by the state on which signs of final fracture of ecological systems of the nature, pollution of atmospheric air, reservoirs were designated, soils, starvation of water, vegetable, animal resources and the high illness rate and death rates of the population is established;
information on the environment - information on condition of water, air, the soil, subsoil, plant and animal life, activities which can affect their condition and actions for their protection;
inventories of natural resources - set of data on quantitative and high-quality condition of natural resources, their ecological, economic (including medical and improving) assessment. Differentiate inventories: land, water, forest, mineral deposits, fauna (separately on fishes and on land animals), natural and reserved objects, medical and improving resources of the nature. The structure and procedure for maintaining inventories are established by competent authorities of the state;

standard rates of maximum permissible harmful effects on the environment - the indicators of maximum permissible regulations of impact of economic, recreational and other activity on state of environment providing environmental protection, rational use of natural resources, ecological safety of society and health of the person;
standard rates of quality of the environment - the indicators characterizing criteria of high-quality state of environment: standard rates of the threshold limit value (TLV) of hazardous substances, emissions, dumpings of hazardous substances, the maximum permissible levels (MPL) of radiative effects, noise levels, vibrations, magnetic fields, maximum permissible regulations of the chemicals (PDHV) applied in rural, forestry, maximum permissible residual amounts of chemicals in food, maximum permissible regulations of load of anthropogenous activities of the environment;
improvement of the environment - set of the sanitary and hygienic, economic, legal measures directed to the prevention and elimination of harmful ecological effects of economic activity and improvement of quality of the circle surrounding the person;
