Regulations on safety-of-life function of the national air vehicles

I. General provisions

1. This Provision establishes structure of system of safety-of-life function of the state aircraft of the Russian Federation (further - the state aircraft) used by federal executive bodies, the Investigative Committee of the Russian Federation, the State corporation on space activities Roskosmos and the organizations in which use there are public air vehicles (further - federal executive bodies, federal state body and the organizations in which use there are public air vehicles), tasks and the rights of specialists of security service of flights of the state aircraft (further - security service of flights), procedure for their interaction, and also procedure of collection, processing and finishing information on dangerous factors and aviation events with the national air vehicles before aviation forming of the state aircraft (further - aviation events).

2. The concepts used in this Provision mean the following:

"aviation consolidation" - command of long-range aviation, command of military-transport aviation, army of the Air Force and antiaircraft protection, federal public state military educational institution of the higher education "Military educational scientific center of the Air Force "Air Force Academy of name of professor of N. E. of Zhukovsky and Yu. A. Gagarin" (Voronezh) the Ministries of Defence of the Russian Federation, 929 State flight test center of the Ministry of Defence of the Russian Federation, naval aviation of the fleet, 7 mixed air corps of the Northern Fleet;

"aeronautical personnel" - the persons having professional training and performing activities for safety-of-life function of the national air vehicles, for the organization, accomplishment, providing and servicing of airborne transportations and flights of the national air vehicles, accomplishment of air rescue and special aerial works, the organizations of use of airspace, the organization and to air traffic maintenance included in the list of specialists of aeronautical personnel of the state aircraft approved according to Item 1 of article 52 of the Air code of the Russian Federation the Ministry of Defence of the Russian Federation;

"aviation system" - set of the national air vehicles, aeronautical personnel, terrestrial and air (space) facilities, systems and services of management, communication, navigation, training of aeronautical personnel, the organization and flight servicing of the national air vehicles, maintenance and repair of the national air vehicles and other components integrated organizationally and functionally for the solution of the tasks assigned to aviation forming;

"air force formation" - aviation division, crew of army aviation, the center of fighting application and reeducation of flight personnel, the 185th center of combat training and fighting application (Aerospace forces), 4 State center of training of aeronautical personnel and service trials of the Ministry of Defence of the Russian Federation, the highest military air force academy of pilots (navigators), naval aviation of troops and forces in the northeast of the Russian Federation, the aviation center of Federal Security Service of the Russian Federation, the center of aircraft of Federal Guard Service of the Russian Federation, control of aircraft of operational and territorial consolidation of troops of national guard of the Russian Federation, the Headquarters of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response on the subject of the Russian Federation performing coordination of activities within the federal district federal state budgetary institution "Research test center of training of astronauts of name Yu.A. Gagarina";

"aviation forming" - air units (divisions) and it the equal, performing activities in the field of the state aircraft relating to operation of the national air vehicles or ensuring such operation, controls of aviation structures of federal executive bodies, federal state body and the organizations in which use there are public air vehicles;

"aviation unit" - air (helicopter) regiment, regiment of unmanned aerial vehicles, separate aviation (helicopter) group, separate aviation (helicopter) squadron, separate squadron of unmanned aerial vehicles, the center of display of aviation engineering, aviation commandant's office, the test centers 929 of the State flight test center of the Ministry of Defence of the Russian Federation, 924 State center of pilotless aviation of the Ministry of Defence of the Russian Federation, military representative office of the Ministry of Defence of the Russian Federation at the companies and in the organizations of the industry, having in the state flight-test structure, the Air base of Federal Security Service of the Russian Federation, the joint (separate) aviation group (aviagroup of special purpose (piloting aircrafts) of federal executive body, federal state body and the organizations, in which use there are public air vehicles, the air rescue center, organization or Headquarters on the subject of the Russian Federation of the Ministry of the Russian Federation for civil defense, to emergency situations and natural disaster response, territorial authority and the military educational organization of the higher education of troops of national guard of the Russian Federation;

"aviation safety" - condition of aviation system in case of which the dangerous factors connected with activities in the field of the state aircraft relating to operation of the national air vehicles or ensuring such operation are lowered to acceptable level and are controlled;

"the public air vehicle" - pilotless or the piloting aircraft of the Russian or foreign production intended for accomplishment of flights, registered and used in accordance with the legislation of the Russian Federation;

"the state customer of aviation engineering" - federal executive bodies, federal state body and the organizations in which use there are public air vehicles performing orders for creation, production and delivery of aviation engineering according to the state defense order for the benefit of ensuring defense capability and safety of the Russian Federation;

"reliability of aviation system" - the property characterizing accomplishment of the set functions of elements of aviation system in the set conditions during certain time;

"safety-of-life function" - activities for identification and decrease in frequency of manifestation (impact) in dangerous factors in aviation system;
