About modification of the Order of the Government No. 377/2018 about approval of institutional base and the mechanism of coordinating and management of the external help

The government DECIDES:

1. In the Order of the Government No. 377/2018 about approval of institutional base and the mechanism of coordinating and management of the external help (Official monitor of the Republic of Moldova, 2018, Art. No. 133-141, 419), with subsequent changes, to make the following changes:

1.1. in appendix No. 1:

1.1.1. and 5 to state items 4 in the following edition:

"4. In planning process and approvals of projects and programs of the external help the Government provides coordination between the external help, national and industry priorities of development established in the main strategic documents and use of the budget and tax principles and rules according to provisions of the Law No. 181/2014 on public finance and budget and tax responsibility and the Law No. 419/2006 on debt of the public sector, the state guarantees and the state recrediting.

5. During the planning and approval of projects and programs of the external help the Government provides respect for the following principles:

5.1. promotion of democracy, human rights and gender equality;

5.2. reduction in compliance with social, climatic and environmental standards of the European Union;

5.3. compliance to Sustainable development goals;

5.4. respect for the principles "not cause significant damage" and "not leave anybody behind";

5.5. approach application of "multi-level management" by consultations and involvement of regional and local authorities of the public power, civil society, economic and social partners, and also, in appropriate cases, the research organizations and universities.";

1.1.2. in Item 9:

1.1.2.1. state subitems 9.2 and 9.3 in the following edition:

"9.2. financial aid - the financial support provided in the form of the credits and/or grants for implementation of projects/programs;
