About official journeys abroad

For the purpose of increase in efficiency of official journeys abroad (further – business trips) I decide:

1. Approve Regulations on official journeys abroad it (is applied).

2. Determine that:

2.1. priority tasks for heads of state bodies (the state organizations), their deputies sent to business trips is the solution of strategic tasks of economic nature by the countries, including on building-up and diversification of export, ensuring import substitution and energy security (taking into account the sent powers which are available at).

Specific objectives based on the list created and reviewed on regular basis by Presidium of Council of Ministers of the Republic of Belarus are determined approved) by the official (body) making the decision on the direction (coordination of the direction) in business trip;

2.2. the head of state body (the state organization) bears the personal responsibility for:

observance of procedure for the direction in business trips of employees of state body (the state organization);

reasonable expenditure of money on the sending purpose;

the direction in business trips of persons which competence includes the solution of the questions determined in tasks for business trips;

idea of reliable information of sending conditions.

Non-compliance with the requirements specified in part one of this subitem to consider the violation of labor (office) obligations attracting unconditional involvement of the head of state body (the state organization) to disciplinary responsibility;

2.3. efficiency of business trips of employees of state bodies (the state organizations) is considered in case of assessment of management activity of heads of these bodies (organizations), and also in case of adoption of personnel decisions.

3. For the purposes of this Decree terms in the values determined in appendix 1 are applied.

4. Recognize invalid presidential decrees of the Republic of Belarus (appendix 2).

5. To Council of Ministers of the Republic of Belarus in three-months time to take measures for implementation of this Decree.

6. This Decree becomes effective in the following procedure:

subitem 2.1 of Item 2 – since January 1, 2026;

other provisions of this Decree – after its official publication.

Appendix 1

List of terms and their determinations

1. The state delegation of the Republic of Belarus – the delegation headed by the President of the Republic of Belarus or the official authorized by him.

2. The government delegation of the Republic of Belarus – the delegation headed by the Prime Minister of the Republic of Belarus or the official who is given authority to act on behalf of Council of Ministers of the Republic of Belarus.

3. The parliamentary delegation of the Republic of Belarus – the delegation headed by heads of Council of the Republic and (or) the House of Representatives of National assembly of the Republic of Belarus or officials who are given authority to act on behalf of one or both chambers of Parliament.

4. Persons accompanying delegation – persons performing during the delegation visit organizational and technical, consulting, information support, fixation, generalization of the oral and written agreements reached during the visit and also the solution of other questions arising during the delegation visit.
