procedure and terms of adoption by the Bank of Russia of the decision on refusal in entering into the register of administrators of indicators of information about the legal entity intending to become the administrator of indicators, methodologies of determination, provision of the financial (commodity) indicator about change of methodology of determination, provision of the financial (commodity) indicator (on the bases provided by Items 1 - 5 and 7 parts 12 of article 4 of the Federal Law of December 13, 2024 No. 452-FZ "About administrators of financial and commodity indicators").

For adoption by the Bank of Russia of the decision on entering into the register of administrators of indicators of information about the legal entity intending to become the administrator of indicators (further - the applicant), the applicant submits to the Bank of Russia documents and data (information) according to the list of the documents and data (information) necessary for adoption of such decision, and the requirements to such documents provided by appendix 1 to this Instruction.

2. For adoption by the Bank of Russia of the decision on entering into the register of administrators of indicators of data on methodology of determination, provision of the financial (commodity) indicator (further - methodology) the administrator of indicators intending to perform activities for determination, provision of financial (commodity) indicators based on methodology, data on which are absent in the register of administrators of indicators, submits to the Bank of Russia documents and data (information) according to the list of the documents and data (information) necessary for adoption of such decision, and the requirements to such documents provided by appendix 2 to this Instruction.

3. For adoption by the Bank of Russia of the decision on entering into the register of administrators of indicators of data on change of methodology, data on which are entered in the register of administrators of indicators, the administrator of indicators submits to the Bank of Russia documents and data (information) according to the list of the documents and data (information) necessary for adoption of such decision, and the requirements to such documents provided by appendix 3 to this Instruction.

4. Documents and the data (information) necessary for decision making provided by Items 1 - 3 presents of the Instruction, are represented to the Bank of Russia by the applicant, the administrator of indicators in the form of electronic documents (electronic copies of the documents received as a result of transformation of paper documents to their electronic image with preserving all details) signed by the provided part 4 of article 5 of the Federal Law of April 6, 2011 No. 63-FZ "About the digital signature" the strengthened qualified digital signature of person performing functions of sole executive body according to the applicant, the administrator of indicators, or person authorized by it according to the order of interaction established by the regulation of the Bank of Russia adopted based on Article 9. 2, parts one and fourth Article 73. 1, parts one, third, sixth and eighth Article 76. 9, parts one, third, sixth and eighth article 76.9-11 of the Federal Law of July 10, 2002 No. 86-FZ "About the Central bank the Russian Federation (Bank of Russia)", parts 1, 4, the 5 and 7 article 35.1 of the Federal Law of June 27, 2011 No. 161-FZ "About national payment system" (further - order of interaction).
