The Cabinet of Ministers of Ukraine decides:

1. Approve the Procedure for provision of government assistance to the internally displaced persons and persons living in the territories in which are conducted fighting or which moved to these territories from the territories which are temporarily occupied by the Russian Federation on the credits provided with mortgage subject which is applied (were conducted).

2. Bring the enclosed changes in resolutions of the Cabinet of Ministers of Ukraine.

3. To provide to the pension fund of Ukraine:

technical capability of realization of procedure for granting of government assistance on payment of parts of the first fee, monthly payments and the accompanying services in the credit provided with the mortgage subject provided to the internally displaced persons and persons living in the territories in which are conducted fighting or which moved to these territories from the territories which are temporarily occupied by the Russian Federation (were conducted);

informing regional, Kiev city the state (military) administrations and the humanitarian organizations about opportunity to join joint financing of provision of such government assistance.

4. Regional, Kiev city to provide to the state (military) administrations informing local government bodies on opportunity to join joint financing of provision of the government assistance specified in the paragraph the second Item 3 of this resolution.

5. This resolution becomes effective since September 10, 2025.

Procedure for rendering government assistance to the internally displaced persons and persons living in the territories in which are conducted fighting or which moved to these territories from the territories which are temporarily occupied by the Russian Federation on the credits provided with mortgage subject (were conducted)

1. This Procedure determines conditions and procedure for granting to the internally displaced persons staying on the registry in the Single information database about internally displaced persons and persons whose residence (stay) is registered/is declared in the territories in which are conducted fighting (was conducted) (further - the front territories) or which moved to these territories (were conducted) with the territories which are temporarily occupied by the Russian Federation, included in the list of the territories in which are conducted fighting or temporarily occupied by the Russian Federation, the approved Minrazvitiya (further - the list) for which are not determined dates of completion of fighting or temporary occupation, government assistance on payment of parts of the first fee, interest rate within the first year of payments and part accompanying services in the credits provided with mortgage subject with the private joint-stock company "Ukrainian Finance Housing Company" of available mortgage lending of the citizens of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 2, 2022 No. 856 "Some questions of ensuring available mortgage lending of citizens of Ukraine with private joint-stock company "Ukrainian Finance Housing Company"" provided in accordance with the terms of providing (The Official Bulletin of Ukraine, 2022, No. 63, the Art. 3802) (further - government assistance).

In this Procedure terms are used in the value determined by the conditions of ensuring available mortgage lending of citizens of Ukraine with private joint-stock company "Ukrainian Finance Housing Company" approved by the resolution of the Cabinet of Ministers of Ukraine of August 2, 2022 No. 856 "Some questions of ensuring available mortgage lending of citizens of Ukraine with private joint-stock company "Ukrainian Finance Housing Company"" (further - Conditions).

2. The government assistance is provided by payment:

70 percent of the size of the first fee on the credit provided with the mortgage subject provided in accordance with the terms to internally displaced persons or persons whose residence (stay) is registered/is declared in the front territories which size can constitute no more than 30 percent of project cost of the real estate which cost constitutes no more than 2 million hryvnias;

70 percent of monthly payment within the first year of crediting on the credit provided with the mortgage subject provided in accordance with the terms of the internally displaced person or person whose residence (stay) is registered/is declared in the front territories, but no more than 150 thousand hryvnias of the general amount of annual payment, according to the schedule provided by the credit agreement;

40 thousand hryvnias on compensation of cost of services, the one-time commission of bank on loan granting, charges and insurance payments on the credit provided with the mortgage subject provided in accordance with the terms of the internally displaced person or person whose residence (stay) is registered/is declared in the front territories.

The government assistance is given at the expense of means of the government budget, and also other sources which are not forbidden by the legislation, in particular to the international technical assistance, the charitable help, means of local budgets.

Other sources of financing which are not forbidden by the legislation, in particular to the international technical assistance, the charitable help, means of local budgets can be attracted to joint financing of provision of government assistance on the credit provided with the mortgage subject provided in accordance with the terms of the internally displaced person or person whose residence (stay) is registered/is declared in the front territories at the rate to 30 percent of the first fee and part of monthly payment within the first year of crediting.

Continuation of attraction of the specified joint financing can be performed before accomplishment of conditions of such credit.

3. The government assistance is provided to the internally displaced person or person whose residence (stay) is registered/is declared in the front territories (further - persons), on condition of absence at them and members of their families of the property right to the residential real estate units registered in the State register of the corporeal rights to real estate except the objects located in the territories of active fighting, the territories of active fighting in which the state electronic information resources, or the territories of Ukraine which are temporarily occupied by the Russian Federation included in the list for which dates of completion of fighting or temporary occupation are not determined function.
