About implementation of the Law of the Republic of Belarus of October 11, 2024 No. 33-Z "About accreditation in the National accreditation system of the Republic of Belarus"

In pursuance of article 40 of the Law of the Republic of Belarus of October 11, 2024 "About accreditation in the National accreditation system of the Republic of Belarus" and based on subitem 11.1 of Item 11 of the Presidential decree of the Republic of Belarus of May 5, 2006 No. 289 "About structure of the Government of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 33-Z

1. Establish the following effective periods of documents on assessment of conformity to technical requirements (further - assessment of conformity):

1.1. concerning certificates of conformity and declarations of conformity of National system of confirmation of conformity of the Republic of Belarus:

in case of certification or declaring of compliance of serial production of products, performance of works, rendering services, other objects of assessment of conformity, except for competence of personnel of accomplishment of certain works, rendering certain services, - no more than five years;

in case of certification or declaring of compliance of lot of products (single product) - on expiration date of products or its realization or without restriction of term in case of possibility of unambiguous identification of each unit of such products;

1.2. concerning certificates of conformity on management system (management), certificates of competence of National system of confirmation of conformity of the Republic of Belarus - no more than three years;

1.3. concerning certificates of conformity and declarations of conformity to technical regulations of the Eurasian Economic Union or the certificates of conformity and declarations of conformity which are drawn up in single form provided by the Agreement on the Eurasian Economic Union of May 29, 2014:

in case of certification or declaring of compliance of serial production of products - no more than five years if other is not provided by the technical regulation of the Eurasian Economic Union;

in case of certification or declaring of compliance of lot of products (single product) effective period of the relevant document on assessment of conformity is not established if other is not provided by the technical regulation of the Eurasian Economic Union.

2. Determine that the certificates of competence of National system of confirmation of conformity of the Republic of Belarus issued before entry into force of this Item keep the action within terms for which they are issued.

3. Authorize the research and production republican unitary enterprise "Belarusian State Institute of Standardization and Certification" as body for registration of declarations in electronic form.

4. Make changes to resolutions of Council of Ministers of the Republic of Belarus according to appendix 1.

5. Recognize invalid resolutions of Council of Ministers of the Republic of Belarus according to appendix 2.

6. This resolution becomes effective in the following procedure:

paragraphs of the second or fourth, seventh - the twenty first, thirty first - the thirty eighth subitem 1.1 of Item 1, Items 2-11, paragraphs of the third, fourth, sixth or eighth of Item 12, Items 13 and 14, paragraphs the second or fourth Item 15 of appendix 1 - since October 17, 2025;

other provisions of this resolution - after its official publication.

1. In the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 981 "Questions of the State committee on standardization of the Republic of Belarus":

1.1. in Regulations on the State committee on standardization of the Republic of Belarus approved by this resolution:

in part one of Item 1 of the word "and accreditations" shall be replaced with words "to technical requirements (further - assessment of conformity), in the sphere of accreditation in the National accreditation system of the Republic of Belarus (further if other is not provided, - accreditation)";

to state subitem 4.1 of item 4 in the following edition:

add Item with subitem 5.13-2 of the following content:

"5.13-2. takes measures for the purpose of recognition of results of the accreditation which is carried out out of the National accreditation system of the Republic of Belarus in foreign states and also on realization of mutual recognition of results of accreditation: abroad - results of accreditation in the National accreditation system of the Republic of Belarus, in the Republic of Belarus - results of the accreditation which is carried out out of the National accreditation system of the Republic of Belarus in foreign states;";

in subitem 5.14:

to exclude from the paragraph of the seventh word of "conformity assessment bodies";

add the subitem with paragraphs of the following content:

"procedure for test of special knowledge and skills of technical experts in accreditation;

form and procedure for issue of the statement from the register of the National accreditation system of the Republic of Belarus;

procedure for forming and maintaining register of the National accreditation system of the Republic of Belarus;";
