1. Approve the enclosed Rules of calculation and use of decreasing coefficient to the standard rate of waste recycling from use of goods, lot of the made packaging, waste from which use is subject to utilization.

2. Determine that till April 15, 2027 provisions of Items 10 and 11 of the Rules approved by this resolution are applied regarding decreasing coefficient to the standard rate of waste recycling from use of goods, lot of the made packaging, waste from which use is subject to utilization, in the relation:

the packaging made in the territory of the Russian Federation which waste from use is subject to utilization from January 1 to December 31, 2024, to the standard rates of waste recycling from use of packaging for 2024 approved by the order of the Government of the Russian Federation of December 29, 2023 No. 2414 "About approval of inventories, packagings which waste from use is subject to utilization, and standard rates of waste recycling from use of goods, packaging";

the packaging made in the territory of the Russian Federation which waste from use is subject to utilization from January 1 to December 31, 2025, concerning 55 percent of lot of such packaging;

the packaging made in the territory of the Russian Federation which waste from use is subject to utilization from January 1 to December 31, 2026, concerning 75 percent of lot of such packaging.

3. This resolution becomes effective since January 1, 2025 and is effective till January 1, 2031.

1. These rules establish procedure of payments and use of decreasing coefficient to the standard rate of waste recycling from use of goods, lot of the made packaging, waste from which use is subject to utilization (further - decreasing coefficient), if the goods (products) are made in the territory of the Russian Federation with use of the secondary raw materials made in the territory of the Russian Federation.

2. The decreasing coefficient is calculated the producer of goods (products), including the packaging specified in Sections I and II of the inventory, packaging which waste from use is subject to utilization for 2024 and the inventory, packagings which waste from use is subject to utilization approved by the order of the Government of the Russian Federation of December 29, 2023 No. 2414 "About approval of inventories, packagings which waste from use is subject to utilization, and standard rates of waste recycling from use of goods, packaging" (further - inventories, packagings which waste from use is subject to utilization).

3. The decreasing coefficient (K) is calculated by formula:

4. The decreasing coefficient is calculated in relation to goods (products) which waste from use is subject to utilization, in the accounting period.

5. The decreasing coefficient is calculated separately for each description of goods (products) according to Sections I and II of inventories, packagings which waste from use is subject to utilization.

6. If in case of production of goods (products) as raw materials products made in the territory of the Russian Federation with use of the secondary raw materials made in the territory of the Russian Federation in the mass of the used secondary raw materials it are used only the mass of the secondary raw materials used in case of production of such products on condition of confirmation of production of goods (products) with use of share of secondary raw materials in their structure according to the procedure established by the Government of the Russian Federation according to Item 15 of article 24.2-1 of the Federal law "About Production Wastes and Consumption" joins.

7. In case of determination of mass of the used secondary raw materials it does not join the mass of secondary raw materials which according to the list of types of waste from use of goods, types of the secondary raw materials received from such waste in case of which utilization the duty on ensuring independent waste recycling from use of goods can be fulfilled the packagings included in the list, stipulated in Item the 5th article 24.2 of the Federal law "About Production Wastes and Consumption", and types of goods (products) which can be made in case of utilization of such waste (including when using the secondary raw materials received from such waste) for the purpose of discharge of duty on ensuring independent waste recycling from use of goods, the established Government of the Russian Federation according to Item 6 of article 24.2-1 of the Federal law "About Production Wastes and Consumption" are goods (products), which can be made in case of waste recycling from use of goods for the purpose of discharge of duty on ensuring independent waste recycling from use of goods and which weight is considered as ensuring execution of independent waste recycling from use of goods.

8. If in case of production of goods (products) different types of secondary raw materials are used, in case of determination of mass of the used secondary raw materials the mass of all types of secondary raw materials on condition of observance of the requirements provided by Items 5 - 7 and 9 these rules is considered.
