About civil defense of Ukraine
Everyone has right of defense of the life and health from effects of accidents, catastrophic crashes, the fires, natural disaster and upon the demand of guarantees of ensuring realization of this right from the Cabinet of Ministers of Ukraine, the ministries and other central executive bodies, local public administrations, local government bodies, management of the companies, organizations and organizations irrespective of patterns of ownership and subordination.
The state as the guarantor of this right creates system of civil defense which purpose is protection of the population against dangerous effects of accidents and catastrophic crashes of technogenic, ecological, natural and military nature.
Article 1. Civil defense of Ukraine is the state system of governing bodies, forces and means created for the organization and ensuring protection of the population against effects of emergency situations of technogenic, ecological, natural and military nature.
The system of civil defense is constituted:
executive bodies of all levels to which competence the functions connected with safety and protection of the population, the prevention, reaction and actions in emergency situations are referred;
bodies of daily process management of protection of the population as a part of the ministries, other central executive bodies, local public administrations, management of the companies, organizations and organizations irrespective of patterns of ownership and subordination;
forces and means intended for accomplishment of tasks of civil defense;
the funds of financial, medical and material resources provided on case of emergency situations;
communication systems, notification and information support;
specially authorized central executive body to which powers the question of civil defense is carried;
