About enhancement of public administration in the field of tourism

(Extraction)

For the purpose of enhancement of public administration in the field of tourism I decide:

1. Rename the Ministry of Sport and tourism into the Ministry of Sport.

2. Liquidate till January 1, 2026. Department on tourism of the Ministry of Sport and tourism.

3. Place under authority of Council of Ministers of the Republic of Belarus of public institution "National tourism agency" (further – National tourism agency).

Give to National tourism agency the following authority in the field of tourism:

state regulation and carrying out single state policy;

acceptance of the regulatory legal acts obligatory for subjects of the tourist industry;

coordination of activities of republican state bodies, local executive and administrative organs;

implementation of functions of the responsible customer when forming, financing, accomplishment and efficiency evaluation of implementation of state programs;

promotion of tourist capacity of the Republic of Belarus in the external and internal tourist markets, and also investment offers for development of the tourist industry.

The national tourism agency performs other powers, stipulated by the legislation.

4. Give state powers of authority in the field of tourism to structural divisions of economy regional, Minsk city, city (the cities of regional subordination), district executive committees, local administrations of areas in the cities.

5. Determine that the main economic indicator of tourism development for 2026-2030 is increase in share of the sphere of tourism in gross domestic product up to percent 4,5 in 2030.

6. Make changes to presidential decrees of the Republic of Belarus (appendix).

7. Declare invalid the Presidential decree of the Republic of Belarus of July 23, 1999 No. 405 "About additional measures of the state support of physical culture and sport".

8. To Council of Ministers of the Republic of Belarus till January 1, 2026:

take measures for employment of the workers who are subject to release in case of implementation of this Decree including by their transfer into work in National tourism agency. In case of refusal such persons from transfer into other work employment relationships with them stop for cause of failure from further work in connection with change of essential working conditions;

the paragraph third Item 8 – for office use;

provide reduction of acts of the legislation in compliance with this Decree and take other measures for its realization.

9. This Decree becomes effective in the following procedure:

Items 1, 3, 4, 6 and 7 – since January 1, 2026;

other provisions of this Decree – after its official publication.
