1. Approve:

Regulations on procedure for application of measures of restrictive nature for the termination, suspension (renewal) of rendering services of telecommunication, Internet services (are applied).

2. This resolution becomes effective after its official publication.

Regulations on procedure for restriction (renewal) for access to Internet resource

1. This Provision establishes procedure for restriction (renewal) for access to Internet resource.

2. For the purposes of this provision the following terms and their determinations are used:

the owner of Internet resource - the legal entity or the individual entrepreneur exercising rights of possession, uses and (or) orders of Internet resource;

the Internet resource identifier - domain name, the IP address, URL, other information allowing to identify Internet resource;

Internet resource - the website, the page of the website, the web portal, forum, the blog, chat and other resources having connection to global computer network the Internet (further - the Internet);

the supplier of Internet services - the legal entity or the individual entrepreneur rendering Internet services in the territory of the Republic of Belarus in provision of Internet access;

network port - the digital identifier used for designation of session of telecommunication by transport layer protocols;

the authorized person - the Attorney-General, the Chairman of the Investigative Committee, the Chairman of Committee for State Security, the Minister of Internal Affairs or other representatives them officials.

3. The idea of application of measures of restrictive nature for access restriction to Internet resource entered by the authorized person according to part 2 of Article 199 of the Code of penal procedure of the Republic of Belarus (further - representation), shall contain:

data on material of check or criminal case within which representation is entered;

the basis for access restriction to Internet resource containing data on the revealed violation of the law, the reasons and conditions promoting crime execution;

the Internet resource identifier, network port (in the presence of the information about him), access to which is subject to restriction.

4. Representation no later than one working day following behind day of decision making about access restriction to Internet resource goes:

in the State inspectorate of the Republic of Belarus for telecommunication of the Ministry of Communications and Informatization (further - the State inspection) for turning on of the corresponding identifier of Internet resource in the identifier list of Internet resources, access to which it is organic, created by the State inspection according to the procedure, established by the legislation on mass media (further - the identifier list);
