1. Approve the enclosed Rules of the organization, forming and functioning of single state management information system by water supply and water disposal.

2. To provide to department of digital transformation of the Industry ministry and construction of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Industry ministry and construction of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Industry and construction of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

About approval of Rules of the organization, forming and functioning of single state management information system water supply and water disposal

Chapter 1. General provisions

1. These rules of the organization, forming, maintaining and functioning of single state management information system are developed by water supply and water disposal (further - Rules) according to item 4 of article 10-13 of the Law of the Republic of Kazakhstan "About the housing relations" (further - the Law) and determine procedure for the organization, forming and functioning of single state management information system water supply and water disposal.

2. The basic concepts used in these rules:

1) authorized body - the central executive body performing management and cross-industry coordination in the sphere of the housing relations and housing and communal services;

2) water supply - set of the actions providing fence, storage, preparation, giving and distribution of water resources;

3) water disposal - set of the actions providing collection, transportation, cleaning and dumping of sewage through systems of water disposal in water objects, stores of sewage or on land relief;

4) the user of single state management information system water supply and water disposal (further - the Information system) - authorized body, local executive bodies, subjects of natural monopolies, consolidation of owners of property, the particular partnerships managing the apartment apartment house, managing companies, subjects of service activities, owners of apartments, non-residential premises and other subjects.

Chapter 2. Organization and forming of the Information system

3. For the purpose of the organization and forming of the Information system the following main directions are provided:

1) the organization of processes of collection, processing and storage of information arriving from subjects of water supply and water disposal with subsequent its inclusion in the Information system, ensuring access to it and distribution;

2) ensuring functioning of mechanisms of monitoring and forming of analytical information on condition of the sphere of water supply and water disposal;

3) realization of instruments of forecasting and modeling of development of the sphere of water supply and water disposal on the basis of the data provided by subjects of water supply and water disposal;

4) providing conditions for improvement of quality of realization and availability of the services provided by authorized body through the Information system;

5) establishment of the organizational and technical mechanisms aimed at providing reliability and safety of functioning of the Information system and its interaction with subjects in the sphere of water supply and (or) water disposal.

4. The structure of the Information system consists of the following elements:

1) information system;

2) the subsystems providing functioning of the Information system;

3) the users interacting with the Information system.

Chapter 3. Procedure for functioning of the Information system

5. Functioning of the Information system is provided due to integration of data and information, centralized management, automation of processes, standardization of procedures, and also regular monitoring and control of its work. The information system provides collection and the analysis of feedback from users for the purpose of permanent increase in its functionality, quality and efficiency of the provided services.

6. Creation, development and operation of the Information system are performed on the basis of the following principles:

1) completeness, reliability, timeliness of provision of information for inclusion in the Information system;

2) continuity of collection, information processing for inclusion in the Information system;

3) interaction of the Information system with other information systems;

4) ensuring information security in the sphere of water supply and water disposal during creation, development and operation of the Information system.

7. Creation, development and operation of the Information system is performed by authorized body according to the requirements established by the Law of the Republic of Kazakhstan "About informatization".

8. Ensuring information security of the Information system is performed according to the Law of the Republic of Kazakhstan "About informatization", and also with the requirements existing in the territory of the Republic of Kazakhstan in the field of standards of information security

9. Information exchange of users of the Information system is performed according to requirements of the Law of the Republic of Kazakhstan "About informatization".

10. The data used in the course of information exchange are equivalent to the data from paper documents.
