About organizations of education

For the purpose of enhancement of system of training for law-enforcement bodies I decide:

1. Create organization of education "College of the Ministry of Internal Affairs of the Republic of Belarus" (further - College) based on the organization of education "Center of preparation, advanced training and retraining of personnel of the Ministry of Internal Affairs of the Republic of Belarus" reorganized by transformation.

2. Determine that:

The college is a part of the system of law-enforcement bodies and submits to the Ministry of Internal Affairs;

The college is headed by the chief appointed to position and dismissed by the Minister of Internal Affairs;

reorganization of organization of education "The center of preparation, advanced training and retraining of personnel of the Ministry of Internal Affairs of the Republic of Belarus" according to Item 1 of this Decree is not the basis for dismissal of staff of law-enforcement bodies in connection with holding organizational and regular actions which positions are reduced in connection with transfer of the corresponding number to College, and which thereof are subject to transfer on service in College;

financing of College is performed at the expense of the means of the republican budget which are annually provided to the Ministry of Internal Affairs and also other sources which are not prohibited by the legislation.

Financing of College in year of reorganization is performed due to funds redistribution on functional classification of the expenses provided to the Ministry of Internal Affairs in the republican budget and also other sources which are not prohibited by the legislation.

Means, gained by College from bringing-in incomes of activities including listed for rendering services in training of employees and civil personnel of Department of protection of the Ministry of Internal Affairs according to educational programs of additional education of adults and initial preparation are used according to the procedure, determined by the Ministry of Internal Affairs in coordination with the Ministry of Finance.

3. Make changes to presidential decrees of the Republic of Belarus (appendix).

4. To provide to Council of Ministers of the Republic of Belarus till January 1, 2026 reduction of acts of the legislation in compliance with this Decree and to take other measures for its realization.

5. To the Ministry of Internal Affairs:

till January 1, 2026 to approve the charter of College, its structure, number and the staff list within the total number of law-enforcement bodies and expenses on their content;

till August 15, 2026 to perform acceptance (transfer) in College of persons for development of contents of the educational program of secondary vocational education;

take other measures for implementation of this Decree.

6. To the Ministry of Finance in the course of execution of the republican budget to make changes to expenses of the republican budget according to part two of Item 2 of this Decree.

7. This Decree becomes effective in the following procedure:

Items 1-3 of this Decree - since January 1, 2026;

other provisions of this Decree - after its official publication.
