Cabinet of Ministers of Ukraine decides:
2. Determine that in 2025 the resolution of the Cabinet of Ministers of Ukraine of November 5, 2014 No. 637 "About implementation of social payments to internally displaced persons" is applied in the part concerning implementation of article 40 of the Law of Ukraine "About the Government budget of Ukraine for 2025".
3. Make changes which are applied to resolutions of the Cabinet of Ministers of Ukraine.
4. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which are attached.
5. To provide to the pension fund of Ukraine:
within two months from the effective date this resolution - pension payment (monthly perpetual monetary pay) and the insurance payments for accident insurance on production and occupational disease which entailed disability, to citizens of Ukraine on materials of pension cases and electronic personal records according to the Procedure approved by this resolution;
till December 31, 2025 - holding actions for confirmation by persons living in the territories of Ukraine which are temporarily occupied by the Russian Federation, and persons which during temporary occupation of the territories left on the territory under control to Ukraine and which on the date of entry into force of the Law of Ukraine "About introduction of amendments to some laws of Ukraine concerning settlement of calculation of insurance years of service and provision of pensions" received pension, information on non receipt of pension from bodies of provision of pensions of the Russian Federation.
6. To the ministry of social policy, the Ministry of Health, the Public migratory service, the State Border Service, the Ministry of digital transformation by means of system of electronic interaction of the state electronic information resources to provide provision to the Pension fund of Ukraine on its request in five-day time from the date of its obtaining information on receivers of pensions (monthly perpetual monetary pay) and insurance payments, their annual physical identification, necessary for implementation.
7. To the Ministry of Foreign Affairs in case of receipt from the Pension fund of Ukraine of request about need of receipt of the additional information about receivers of pensions (monthly perpetual monetary pay) and insurance payments, their annual physical identification, necessary for implementation, by means of system of electronic interaction of the state electronic information resources to provide provision to the Pension fund of Ukraine information on receivers of pensions (monthly perpetual monetary pay) and insurance payments.
8. This resolution becomes effective from the date of publication, except Items 2-21 of the list of resolutions of the Cabinet of Ministers of Ukraine, invalid, approved by this resolution which become effective since January 1, 2026.

1. This Procedure determines the payment mechanism of pensions (monthly perpetual monetary pay) and implementation of the insurance payments for accident insurance on production and occupational disease which entailed disability (further - insurance payments), to persons who:
temporarily live outside Ukraine;
living on the territories of Ukraine which are temporarily occupied by the Russian Federation included in the list of the territories in which are conducted fighting or temporarily occupied by the Russian Federation, the approved Minreintegration for which date of completion of temporary occupation is not determined (further - the territories of Ukraine which are temporarily occupied by the Russian Federation) (was conducted);
which left from the territories of Ukraine which are temporarily occupied by the Russian Federation and the territories live in under control Ukraine.
Action of this Procedure does not extend to citizens of Ukraine who temporarily live outside Ukraine and to whom pension or insurance payments are paid on the terms of international treaties of Ukraine which consent to be bound is provided by the Verkhovna Rada of Ukraine.

In this Procedure "persons who are temporarily living outside Ukraine" are understood as the term citizens of Ukraine who are outside Ukraine at least 183 days (including days of departure and arrival) within calendar year or received temporary protection or the status of the refugee outside Ukraine in connection with aggression of the Russian Federation and did not process documents for permanent residence abroad according to article 4 of the Law of Ukraine "About procedure for departure from Ukraine and entry into Ukraine of citizens of Ukraine", and under the term "persons who left from the territories of Ukraine which are temporarily occupied by the Russian Federation and live in under control Ukraine the territories" - citizens of Ukraine who in order to avoid negative consequences of temporary occupation left from the territories of Ukraine which are temporarily occupied by the Russian Federation included in the list of the territories in which fighting or temporarily occupied by the Russian Federation is conducted (were conducted) the approved Minreintegration for which date of completion of temporary occupation, and living in under control Ukraine the territories is not determined.
3. Pension payment (monthly perpetual monetary pay) and implementation of insurance payments to persons who are temporarily living in the territory of the state, the acknowledged Verkhovna Rada of Ukraine the state aggressor is made taking into account the restrictions set for banks by National Bank for account transactions to such persons.
